Job Summary:
We are seeking a skilled Data Analyst to join our team. As a Data Analyst, you will work within the Data and Information Systems Branch (DIS) Data Analysis Team, and provide data analytical and statistical support to fisheries monitoring and research efforts, such as the observer program, electronic monitoring program, Study Fleet Program, Bottom Longline Survey, among others. The DIS Data Analysis Team is aligned to deliver data products consistent with NOAA/NMFS/ Office of the Chief Information Officer (OCIO) and the NEFSC Information Technology Division (ITD) security and organizational requirements. The Data Analysis Team bridges the capability gaps within our organization, enables data-driven decision making, and enhances the value of our data.
Duties:
- Provide lifecycle support of data analysis projects and products that ensures compliance of NEFSC/FMRD baseline policies and procedures and data standards and governance.
- Identify, analyze, and interpret trends or patterns in data to track performance and progress of fisheries monitoring and research efforts, and make recommendations for operational improvements.
- Respond to data requests on time and within scope and prioritizes confidentiality and security requirements.
- Extend the use of data to bridge the capability gaps within our organization and enable data-driven decision making, and enhance the value of our data.
- Maintain all code using Git and GitHub or NEFSC standard.
- Coordinate with all NEFSC Federal and contract employees where necessary to communicate data analytical product development impacts on baseline infrastructure systems governed by the CCB, and other entities that manage changes to the overall NEFSC IT infrastructure.
- Create and maintain technical and user documentation for all developed data analytical products.
- Contribute to/and maintain documentation for a Standard Operating Procedures (SOP) library in the areas of data analytics for all DIS projects.
- Utilize experience and judgment to plan and accomplish goals.
Skills:
- Proficiency in basic statistics for quality assurance and quality control (QA/QC), including experience with confidence intervals and statistical programming.
- Proficiency in programming languages , libraries, frameworks and technologies including R (and RStudio), SQL, and Oracle, along with experience in Github, APIs, and JSON
Requirements:
- Bachelor's degree in a related field (e.g., Computer Science, Mathematics, Statistics)
- Proven experience (two+ years) as a Data Analyst or similar role
- Strong analytical thinking and problem-solving skills
- Excellent communication and documentation skills
- Ability to work independently and collaboratively in a team environment
