What you will do for Harris County Precinct 4 (HCP4)
Harris County Precinct 4 is seeking a highly qualified candidate for Controller & Grants Manager (CGM). The CGM reports to the Chief Financial Officer and supports Precinct4Forward, a 501(c)(3) charitable organization that was created to advance opportunity and justice for the 1.2 million residents that live in Precinct 4. Precinct4Forward aims to work with private, local, state and federal partners on innovations and grant opportunities to increase access to health care and education, support economic development, improve public safety and justice, and build resilient infrastructure. The CGM will assist with month-end procedures, financial reporting, accounting compliance and operational-related activities.
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed.

Plan, direct, and execute accounting operational functions, manage internal and external financial reporting and budgeting, and ensure compliance with applicable rules, laws, and regulations.

Financial reporting for management and Board decision making presentations.

Recommend and implement improvements to accounting, operations, internal controls, and compliance policies and procedures.

Prepare for and manage annual audit.

Provide strategic financial and budget oversight for grant activities.

Perform various month-end and year-end close procedures and transactional activities, consistently, timely and accurately; close procedures include (but not limited to): Accounts payable, Accounts receivable (revenue recognition and billing), Bank and investment account reconciliations, Grant and foundation financial report preparation, Grants payable reconciliation.

Prepare various monthly and quarterly cost tracking overviews and budget-to-actual reports.

Improve and systematize reports generated in accounting system, as well as creating innovative financial dashboards for internal use.

Assist in completing tax schedules, including tax compliance calculations, investment data overviews, and other necessary items required for tax returns.

Create schedules and document internal controls for an internal and external audit.

Serve as a centralized point of contact for staff for grant financial management, allocations, and reporting.

Education:
Bachelor’s degree in Accounting, Business, or Finance, or a related field from an accredited college or university.
Experience:
Five (5) years of professional accounting, non-profit fund accounting, financial, or consulting experience related to the type of work being performed
Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
Knowledge, Skills and Abilities:

Expertise in financial stewardship, encompassing budgeting, compliance, and transparent financial reporting, as well as the ability to manage grants and donations.

Exceptional project management and organization skills.

Mastery of MS Office 365 (Outlook, Word, Excel, PowerPoint, TEAMS, SharePoint, etc.) and of software to manage portable document format files (Adobe Acrobat).

Initiative, effective problem-solving skills with high attention to detail and accuracy.

Excellent oral and written communications skills, with the ability to communicate key takeaways to diverse, nontechnical audiences.

Maintain high level of integrity, confidentiality, ethical standards - assumes personal responsibility for scope of position.

This position requires a significant amount of time outdoors and exposure to a variety of environmental and extreme weather conditions. This position also requires traveling to parks located throughout the precinct and at long distances. The ability to work outdoors during all seasons and to drive safely is essential. The ability to operate standard office equipment and software platforms is required.

Essential functions involve significant physical demands related to repeated lifting of up to 50 pounds unassisted, 100 pounds with assistance rarely; carrying tools, materials, and equipment over rough terrain; climbing, reaching, and bending. Frequently to walk, sit, talk, drive, hear, bend, stoop, twist, and balance.
