Linn-Benton Housing Authority is seeking a highly motivated full-time Occupancy Supervisor to administer affordable housing programs. Salary Range begins at $29.76 plus benefits with the potential for step increases annually. Currently includes employer paid health insurance premiums and PERS retirement.
The ideal candidate must demonstrate strong people skills, including effective communication, empathy, and the ability to build rapport with diverse individuals. Familiarity with Fair Housing regulations and experience in implementing reasonable accommodations is required. Demonstrated supervisory skills/experience is a plus

REPORTS TO: Chief Operations Officer
JOB SUMMARY: Assists Chief Operations Officer with direction of all aspects of management operations related to Section 8 housing programs to include application, eligibility, and continuing participation for assistance under these programs.
SUPERVISION EXERCISED: In the absence of the COO, this individual has supervisory responsibility for all full and part time personnel assigned to the Section 8 work group and will assist with supervisory tasks.
DESCRIPTION OF DUTIES AND RESPONSIBILITIES: The following represent the major essential and secondary duties of the position; however, they are not intended to be all-inclusive. The Authority reserves the right to change, reassign, or combine job duties at any time.
ESSENTIAL JOB FUNCTIONS:
1. Assumes supervisory duties in the absence of Chief Operations Officer
2. May maintain up to a ½ time case load with all case management functions.
3. Assists COO in directing activities of work group. Duties include assisting with training, monitoring workflow, problem resolution, procedure development and implementation, maintaining data for performance evaluations, etc.
4. Reviews and/or audits file records to insure consistency in the execution of program policies and procedures. Keeps detailed records of all audits on individual Case Managers. Assists with monitoring program and procedural compliance.
5. Serves as the agency’s Reasonable Accommodation Coordinator. Responsible for receiving requests, performing communication, ensuring proper documentation and confidentiality.
6. Assists in completing monthly lease-up reports and filing of 50058 MTCS reports.
7. Assists with promoting housing programs within the community
8. Assists with preparation of appropriate documentation and correspondence, and reporting of departmental activities. Composes letters, notices and reports using word processing equipment, assists with creating appropriate office forms, preparation of periodic internal and external statistical reports.
9. Performs other duties and tasks as assigned.
SECONDARY JOB FUNCTIONS:
A. May be called upon to assist in managing operations in the absence of the Executive Director, Chief Financial Officer, and Chief Operations Officer.
B. Assists with Maintenance of the Authority’s outreach program including landlord/participant newsletter, brochures, public presentations, meetings with other agency personnel, and landlord information meetings.
KNOWLEDGE, SKILLS AND ABILITIES: In addition to the Knowledge, Skills, and Abilities required for Case Managers, the individual must possess the following knowledge, skills and ability or be able to explain and demonstrate that he/she can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.
1. Requires the ability to read and understand technical documentation such as federal housing regulations and associated policies and procedures; to assist with the composition and preparation of general and technical documentation and to assist with the effective implementation of local policy changes regarding technical aspects of housing programs; to calculate and understand basic mathematical calculations such as fractions and percentage calculations, or any combination of education, training or experience that provides the required knowledge, skills and abilities.
2. Requires an in-depth knowledge of Section 8 requirements, procedures, operations, and housing management performance standards.
3. Requires the ability to assist with the management of personnel including the ability to communicate, train, and counsel employees effectively, and to create a harmonious working environment.
4. Requires strong verbal communication and interpersonal skills and direct communication with supervisors, employees, tenants, court officials, community groups, and other members of the public, etc. either individually or in groups, is an integral part of this job.
5. Requires knowledge of basic computer skills including familiarity with the ability to use word processing software programs.
6. Requires previous office experience working with the public in which the following skills were attained: effective telephone skills, ability to deal tactfully with a variety of people under constantly changing circumstances using tact and diplomacy, ability to prioritize and delegate tasks and work under minimal direction, ability to understand and follow complex verbal and/or written instructions, and familiarity with filing systems and standard business machines (such as copiers, calculators, typewriter, computer equipment, telephone systems, etc.).
7. Must be capable of performing light lifting of up to 20 pounds while in the office, predominately paper products, small office equipment, files, etc. Many files are retrieved and stored in a separate building which may need to be carried a distance of up to 50 feet from desk to storage facility.
EXPERIENCE AND EDUCATION:
1. Two years of study at a college or university with major course work in social sciences or housing, college degree preferred, OR
2. Four years experience with low-income, senior, or other housing related programs. AND
3. Any satisfactory combination of education, training or experience that provides the required knowledge, skills, and abilities.
4. Certification from a Recognized Housing Programs Trainer (i.e., Nan McKay and Associates, NAHRO, etc.), in Eligibility, Rent Calculations, Case Management, or Housing Specialist Certification.
