FUNCTION: Performs installation and maintenance of telephone, DSL, and broadband services from the Main Distribution Frame (MDF) to the customer premise. Installs and maintains all station connections including inside wiring, leased equipment, and other auxiliary equipment as needed. Performs detailed cable diagnostics in order to identify, repair, and resolve troubles within the outside plant network, and makes recommendations for cable repairs and replacement. Completes assigned service order tasks timely while providing the best customer experience.
1. TYPICAL DUTIES
A. Installs drop, for single and multi-line service, to customer’s premises, or connects buried drop and installs inside wire, telephone and jack, as needed. Connects ground and tests completed work to ensure that service is working properly.
B. Completes service order data verifying telephone number, pair assignment, terminal location, and material used. Clears trouble tickets from the system with the appropriate solution code.
C. Pulls jumpers on MDF in central office and remotes.
D. Clears troubles in local circuit from MDF to jack. Replaces leased station equipment. Reports any changes of assigned cable pairs to Outside Plan Facilities Coordinator by telephone and/or email.
E. Splices, bonds, and repairs cut copper cables as assigned.
F. Splices, bonds, and repairs cut fiber drops. Refers cut fiber cable to Field Services Supervisor and assists in repairs appropriately.
G. Locates defective pairs or damaged cable and makes prompt minor repairs. Refers cables needing replacement or major repair to the Field Services Supervisor.
H. Installs telephones by working from central office, subscriber carrier or line concentrator. Makes necessary arrangements in existing system to accommodate new installations.
I. Troubleshoots Internet troubles on both Fiber and DSL services between central office and customer premises.
J. Performs comprehensive series of wideband tests on digital services to diagnose cable pair deficiencies.
K. Complete all paperwork and/or submit all digital assignments required for job responsibilities in a timely manner.
2. PERIODIC DUTIES
A. Locates buried cable, in conjunction with the standards provided by TN811, for contractors, utility services, and customers prior to digging and as assigned.
B. Performs rehabilitation on aerial and buried cable terminals and station connections.
C. Prewires residences and businesses under construction.
D. Completes all required quarterly and annual inspections of tools and equipment as assigned.
E. Performs other duties as requested by the supervisor.
3. EQUIPMENT OPERATED
A. Operates company vehicle. Keeps vehicle clean and in good operating condition. Recommends repairs to supervisor.
B. Employee uses Hand Test Set, Volt/Ohm Meter, CO test meter, Subscriber Loop Analyzer, Cable Fault Locator, TDR test equipment, OTDR, Laser Light Source, Fusion Splice Machine, and other test equipment as needed.
C. Employee operates a personal computer/laptop computer, and/or other networking devices.
D. Employee uses hand tools, chain saw, climbing gear and other tools required for cable and station repair purposes.
E. Employee may operate other equipment, such as a line truck, back hoe, drop plow, trencher. etc. If employee maintains a valid Commercial Driver License (CDL), he or she may be asked to drive vehicles requiring such licensure.
4. JOB KNOWLEDGE, TRAINING, EXPERIENCE
A. A two-year degree in the electrical field is desired. Related work experience may be determined to be an equivalent at the discretion of the General Manager.
B. Employee must satisfactorily complete technical training on all equipment and services offered to end-users when required.
C. Employee must become familiar with digital loop carriers, remotes, DSLAM equipment, FTTP equipment, its operation and features.
D. Employee must have ability to follow written and verbal directives and communicate well with customers and fellow employees.
E. A background in personal computers is required.
F. Employee is expected to satisfactorily complete training in cable splicing techniques and to become familiar with RUS and NEC (National Electrical Code) specifications relating to cable splicing, station installation and repair, grounding and inside wiring.
G. Employee must satisfactorily complete training in safety practices and develop knowledge of all applicable OSHA and ANSI regulations and working practices.
H. Employee must be knowledgeable in the test equipment used to install and maintain equipment and services offered to end-users.
5. AUTHORITY
A. Employee must be self-motivated and possess the initiative to complete work assignments without continuous supervision. Works under direct instruction for daily work assignments. Does not work under direct and continuous supervision when at the work site.
B. Decisions are based upon relatively fixed working practices applied to conditions in the field. Judgment must be exercised in deciding to proceed with work or call supervisor for guidance.
C. Employee is subject to emergency call outs at all times including nights, weekends, and holidays. Employee must respond immediately when situations arise.
6. PHYSICAL EFFORT
A. Frequent climbing of poles and ladders is required. Stooping, bending, stretching, crawling, digging, and pulling are required. Working from awkward positions on poles and under homes is required.
B. Weights lifted may exceed one hundred pounds.
C. Employee must be physically able to perform duties.
7. WORKING CONDITIONS
A. Virtually all work is outside regardless of the weather conditions. Employee is subject to call-outs at night, on weekends, and holidays to restore major service outages.
B. Employee is scheduled by rotation to respond to calls after normal work hours, to be a contact for the answering service for emergency situations which may arise. Saturday work, holiday work and on-call duty are scheduled by rotation to ensure reliable customer service. Unexpected outages or damages may require employee to be called in outside of normal on-call rotation as deemed necessary by the supervisor.
C. Employee must carry a handheld cellular phone during regular business hours and when assigned as the on-call technician.
D. Employee often works alone and must take extra safety precautions as some work is in rough terrain near power lines or fixtures can be very dangerous. Other work is on the roadside, providing exposure to vehicle traffic. Work under buildings is frequently required.
E. Work conditions may expose employee to poisonous vegetation, allergens, insect bites, snakes, mice, dangerous dogs, people and other hazardous or unpredictable situations.
F. Frequent travel to customers’ premises where work in crawl spaces, attics, and small spaces is required.

9. OTHER FEATURES
A. Frequent contact with both residential and business customers is required. Employee must be responsive to the customer, demonstrate good communication skills and work efficiently leaving premises in good order. Substandard work can cause adverse customer reaction.
B. Employee must promote a positive company image to customers and the public.
C. Employee must support policies developed by the Chief Executive Officer and the Board of Directors.
D. Employee must work in accordance with safe work practices at all times.
E. Employee must be familiar with various cable types and make up, splice cases, load coils, terminals and their application. Working with various personnel in testing for cable troubles and splicing new cables is involved.
F. A wide variety of situations is encountered requiring application of practices and RUS specifications. The supervisor may be called when, in the employee’s judgment, assistance is required.
G. Service outages can be especially demanding with pressure to restore service as quickly as possible.
H. Unsafe conditions may be encountered during work. Employee must proceed with caution, handling the work in accord with safety practices. Employee may choose to call the supervisor for assistance. In that event, work should stop until the problem is resolved.
I. Employee may perform other cable or central office work incidental to telephone or DSL installation and maintenance. Central office work should not be performed without first securing authorization from supervisor.
J. Employee must attend training sessions and workshops as requested.
