GENERAL SUMMARY
The Business Systems Analyst is responsible to plan, design, develop, document, test and support efficient business operations software applications in use. This individual will be a mentor and team leader of the development staff. This role will also provide technical support and reporting for Fiscal Services and the Office of People and Culture.
ESSENTIAL DUTIES & RESPONSIBILITIES.

- Assembles large, complex data sets that meet functional/non-functional business requirements.
- Builds analytics tools that utilize the data pipeline to provide actionable insights into customer acquisition, operational efficiency and other key business performance metrics.
- Builds the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using SQL and Azure ‘big data’ technologies.
- Creates and maintains optimal data pipeline architecture.
- Creates data tools for analytics and data scientist team members that assist them in building and optimizing our product into an innovative industry leader.
- Ensures data separation and security across national boundaries through multiple data centers and AWS/Azure regions.
- Identifies, designs, and implements internal process improvements: automating manual processes, optimizing data delivery, re-designing infrastructure for greater scalability, etc.
- Works with data and analytics experts to strive for greater functionality in our data systems.
- Works with stakeholders including the Executive, Product, Data and Design teams to assist with data-related technical issues and support their data infrastructure needs.

MINIMUM ENTRANCE QUALIFICATIONS
Education and Experience
- Advanced working SQL knowledge and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases.
- Experience building and optimizing ‘big data’ data pipelines, architectures & data sets.
- Experience performing root cause analysis on internal and external data & processes to answer specific business questions and identify opportunities for improvement.
- Strong analytic skills related to working with unstructured datasets.
- Build processes supporting data transformation, data structures, metadata, dependency and workload management.
- A successful history of manipulating, processing and extracting value from large, disconnected datasets.
- Working knowledge of message queuing, stream processing & highly scalable ‘big data’ stores.
- Strong project management and organizational skills.
- Experience supporting and working with cross-functional teams in a dynamic environment.
- At least five (5) years of experience in a Data Engineer role, who has attained a degree in Computer Science, Statistics, Informatics, Information Systems or another quantitative field. They should also have experience using the following software/tools:
- Experience with big data tools: Hadoop, Spark, Kafka, etc.
- Experience with relational SQL and NoSQL databases, including Postgres and Cassandra.
- Experience with data pipeline and workflow management tools: Azkaban, Luigi, Airflow.
- Experience with AWS/Azure cloud services: EC2, EMR, RDS, Redshift.
- Experience with stream-processing systems: Storm, Spark-Streaming.
- Experience with object-oriented/object function scripting languages: Python, Java, C++, Scala, SQL, Ruby, R, PIG Latin, HiveQL, etc.
Additional Qualifications
- Solid understanding and demonstrable implementation experience of cloud data platform technologies (Microsoft Azure, Amazon Web Services) and data lakes.
- Deep technical experience in one or more of the following areas: Database architecture, Big Data, Machine Learning, Business Intelligence, Data Governance, No-SQL databases, Advanced Analytics, Data Mining, ETL.
- Proven track record of driving decisions collaboratively, resolving conflicts and ensuring follow through with exceptional verbal and written communication skills.
- A strong understanding of data profiling and data technology & architecture.
- Proven track record driving rapid prototyping and designs.
- Takes ownership and proactively resolves technical problems, ensuring technical solutions meet business requirements and aligns with the vision, mission, objectives, and strategy of the team.

- Must maintain a valid driver’s license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Company’s auto insurance carrier if you drive your vehicle during company business.
- Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies.
PREFERRED QUALIFICATIONS
- Extensive Work experience in and fundamental knowledge of health care settings, and a fundamental knowledge of healthcare processes, both clinical and business related.
- Prior experience supporting HRIS and ERP software, and system implementation.
- Experience with Microsoft SSAS Tabular and Multidimensional models
- Experience with SSRS, PowerBI.
- Strong project management and leadership skills.
- Knowledge and working experience Electronic Medical Records, General Ledger Systems and HR Management Systems.
