This position is located in the District of Columbia, Department of Public Works (DPW), Human Capital Administration (HCA). The Department of Public Works (DPW) provides municipal services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive, and accessible.
Duties and Responsibilities
The incumbent will be responsible for coordinating personnel management related issues with DCHR, Deputy Directors, Administrators, and program managers. Will provide effective response to personnel issues; which includes assuring proper recruitment/placement of personnel, classification of positions, training of employees, and maintaining good employee-management and union relations. Responsible for preparing disciplinary actions as required. Coordinates and assists with performance and poor performance issues in accordance with performance standards, guidelines, and requirements. Determines if restructuring of positions/jobs, systems, methods and/or procedures is needed to maximize employee performance, makes appropriate recommendations. When plans become solidified, incumbent is responsible for the implementation of necessary changes.
Critiques and provides position management guidance to management officials. Provides advisory services in all aspects of realigning the agency, including development and consolidation of position descriptions, organizational charts, functional statements, crosswalks, training, and assessment of staff. Prepares vacancy announcements and develops position descriptions. Prepares disciplinary actions as required to assist management. Facilitates the resolution of grievances and other adverse actions. Resolves HR issues; and identifies and coordinates resolution of policy conflicts.
Qualifications and Education
Applicants must have Specialized Experience. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
One (1) year of specialized experience as a Lead Recruitment Specialist is preferred.
Bachelor’s Degree in a related field or equivalent combination of education and/or experience is preferred.

Duration of Appointment: This position is At Will. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
