Position Summary
Provides leadership and oversight for management teams of the FSL Adult Day Health Centers, Community Action Programs/Nutrition/Senior Centers, and Transportation services, ensuring day to day program operations meet and where possible exceed performance standards set for the targeted populations being served. Responsible for personnel management, budget development and financial management, contractual and regulatory compliance, performance, and quality improvement initiatives, promoting FSL core values and spirit of philanthropy. Provides leadership, management and accountability to the Program Directors and Program Managers in the core services of the business units to meet respective program objectives. The director has oversight to ensure planning, care coordination and reporting efforts address solution-based approaches for each individual served by the Health and Wellness - Community Based and Social Programs. The director demonstrates knowledge and understanding of current best practices associated with adult day health services, community action, nutrition, and transportation programs.
This position has 4-7 direct reports who oversee 55-70 direct reports.
Essential Functions:
Leadership
Provides the leadership, management, and accountability to a team of professional Program Directors/Program Managers. Working in partnership with leadership, develops strategic alignment plan for one’s assigned program/facility in support of FSL’s strategic plan. With a focus on leadership, mission, culture, strategy, best practices, and continuous improvement, performs the following:
- Drives the business operations financial performance, monitoring and providing monthly analysis on the budget spend.
- Ensures compliance with all federal, state, local, and other applicable regulatory and/or program requirements to include audit readiness.
- Acts as a role model in maintaining standards of staff professionalism.
- Promotes mission, vision and values and spirit of philanthropy within team.
Talent Management
In collaboration with leadership and Human Resources, develops and executes a plan for retaining and developing talent to meet current and future business objectives to include:
- Monitoring the engagement levels of direct reports and removing barriers to high engagement and retention
- Participating in talent review evaluations
- Collaborating with direct reports on their professional development and growth
- Provides leadership for the training and education of staff. Ensures news staff are oriented to program procedures and reporting requirements. Assists in the development of orientation and training as needed.
- Assisting with developing leadership succession plans for the department
Supervisory
Carries out supervisory responsibilities in accordance with FSL’s core values, agency policies, procedures, and applicable laws. Oversees the hiring, development, disciplinary and termination processes for employees in the division to ensure compliance. Responsibilities include:
- Actively participating in the interviewing and selection processes and ensuring successful functional onboarding and training of new employees
- Planning, assigning, and directing work for direct reports
- Setting reasonable stretch performance goals, providing constructive, balanced, regular performance feedback & coaching, and conducting 90-day, quarterly, and annual performance appraisals
- Provides administrative supervision for direct reports meeting with direct reports on a regular basis to support employee growth and development needs, enhance program performance and promote innovative solutions.
- Recognizing and rewarding performance excellence
- Communicating and enforcing company policies and programs
- Applying corrective action, addressing complaints and resolving problems in a timely fashion, involving and collaborating with leadership and Human Resources as appropriate
Functional/Operational
- Acts as a liaison between FSL and contract or grantor agencies
- Remains abreast of policy, regulatory, local needs and industry best practices to adapt policy, procedures and processes within the division
- Assists in grant writing opportunities
- Engages in networking and community events to promote FSL and the departments. Prepares formal presentations and engages in public speaking activities.
- Prepares for and participates in program audits. Responds to audit findings/corrective action plans.
- Reviews and approves pay requests for accuracy and appropriateness.
- Monitors contract and client files and procedures periodically to maintain compliance with regulatory, contractual and documentation requirements.
- Provides oversight for Accident, Incident reporting forms and works with corporate risk management team to ensure that all reports receive appropriate follow-up.
- Conducts investigations as needed to address employee or client incidents. Ensures proper reporting to external agencies when required.
- Manages grievances within the division, working collaboratively with administrative services to address and resolve issues timely and according to procedures
- Ensures proper and timely communications and notification of events to external sources as required.
- Is key member of FSL corporate compliance, disaster recovery/business continuity team and will be asked to respond as outlined in FSL Business Continuity Plan.
- Steps in role of Acting Director/Manager when there is a direct report vacancy or works with HR to ensure adequate coverage using qualified consultant/staffing agency if professional credentials are required.
Education/Experience/Credentials/Knowledge/Understanding
Minimum Required:
- Master’s degree (M.A.) or equivalent; or minimum five years related experience and/or training; or equivalent combination of education and experience
- Minimum of two years of experience overseeing federal or state funded health and/or human services programs.
- Minimum of two years experience working with older adults, adults with physical disabilities, and adults experiencing mental health issues
- Minimum of two years of supervisory experience
- Must have, or be able to obtain:
- a Level One Fingerprint Clearance Card through the Department of Public Safety background check/fingerprint clearance process
- a valid unrestricted driver license and be insurable by FSL
- CPR/First Aid certification or ability to obtain within 60 days of position entry
- Valid Food Handlers Card or ability to obtain within 60 days of position entry
- Meet all state and federal immunization and communicable disease clearance requirements with or without an accommodation or exemption
- Must be at least 21 years of age
Preferred:
- Bilingual
- Master’s degree is in Public Health, Business, Human Services
- 5 years management experience overseeing federal or state funded health and/or human services programs.

- Ability to read, analyze, and interpret financial reports and legal documents; ability to respond to complex inquiries or complaints from customers; ability to read and write complex contracts and agreements that conform to legal requirements; ability to effectively present information to top management.
- Excellent interpersonal skills and demeanor with the ability to build rapport and garner trust with others
- Must be skilled in budget planning and other aspects of financial management.
- Strong organizational, planning and time management skills
- Proficient in the use of a PC; in a Windows environment; in the use of the Internet; and in the use of MS Office Applications such as Outlook, Word and Excel
