Baldwin Paving Company, Inc. is currently seeking a Leadman in our Traffic Control Division to join our team. This will be a full time role. This position reports to the Site Foreman. The ideal candidate will have 4 years of increasingly responsible public works field maintenance experience specifically in the field of traffic signs and markings, and also have experience driving a commercial vehicle with experience towing a trailer.
This position runs on an 8-12 hour shift basis including nights and weekends. The position will work mostly the night shift during the summer months and the day shift during the winter months.

SUMMARY / JOB SCOPE:
Execute traffic control procedures to control traffic flow to ensure public and work crews’ safety in and around a job site. The Leadman – Traffic Control's primary function is to supervise tasks related to vehicular, pedestrian and construction traffic control operations related to road, bridge, and highway heavy construction projects. Responsible for implementing and overseeing traffic control operations, lane closures, road closures, setting signs and devices, per MUTCD standards and in compliance with local, state, and federal rules and regulations.
RESPONSIBILITIES:

Drive crew members to and from job sites.
- Perform lead worker functions of 2 to 3 Flaggers including assigning and reviewing daily work, providing input into performance evaluations, training other employees, and acting as a resource to staff. Communicate with flaggers via 2-way radio.
- Perform traffic control and flagging activities as needed; follows safety rules and regulations on all work zone and flagging sites, including placing signs, barricades, traffic cones and other warning devices; safely controlling vehicular, pedestrian and construction traffic movements in a work area.
- Estimate time, materials and equipment required for jobs assigned; requisition and purchase supplies and materials as required; assist in developing contract specifications.
- Required to operate pickups and flatbed trucks and miscellaneous hand tools in accordance with all safety regulations and procedures.
- Maintain a clean job site. Pick up all tools and equipment and secure job sites each day to eliminate potential hazards.
- Equipment handling and storage. Conduct routine equipment maintenance and daily equipment inspections according to standards.
- Load, secure, and unload materials and equipment onto the vehicle, taking utmost care to prevent damage.
- Conduct pre-trip and post-trip inspections of the vehicle to ensure its proper functioning.
- Ensure that tasks are completed in accordance with all applicable company, local, state, and federal rules and regulations.
- Effectively communicate about daily activities with the paving and/or milling Foreman.
- Actively participate in safety meetings and safety training of crew members.
- Understand of OSHA safety rules, regulations, and standards in a hazardous traffic environment;
- Follow safety rules and regulations on all work zone and flagging sites;
- Perform traffic control and flagging activities using hand signals and directional signs to direct traffic around road construction sites;
- Assist in the placement, moving, and dismantling of signs, barricades, cones, and other traffic control devices;
- Positioning of warning and detour signs around construction sites.
- Setting up barricades and traffic cones along construction sites to cordon off certain areas.
- Removal of all signs, barricades, and traffic cones upon completion of construction work.
- Recording the license plate numbers of motorists who neglect to obey traffic signs and directions; and,
- Perform other duties as determined by supervisor.
EDUCATION AND CERTIFICATIONS:

High School diploma or equivalent is desired
- Possession of a valid Georgia Class C or CDL driver's license with a clean MVR
- Possession of, or ability to obtain, DOT medical certification.
- Possession of, or ability to obtain an ATSSA Worksite Supervisor certification.
- ATSSA Flagger certification
- National Safety Council (NSC) certification
- Sound knowledge of state traffic regulations
SKILLS AND ABILITIES:

Ability to stand, bend, and kneel for extended periods of time.
- Ability to move and maneuver quickly in order to avoid danger from errant vehicles.
- Ability to recognize dangerous traffic situations and warn workers in sufficient time to avoid injury.
- Ability to safely lift and carry up to 50 pounds safely.
- Manual dexterity and strength in arms and feet to manipulate equipment controls, tools, and other items used to make adjustments and/or minor maintenance.
- Ability to carry, install, position, and move traffic control devices such as barrels, vertical panels, advance warning signs, amongst others, to identify lane closures and detours.
- The ability to work as part of a team.
- The ability to work in harsh weather conditions.
- Excellent organizational and problem-solving skills.
- Exceptional observation skills to determine safe passage for vehicles and pedestrians
- Ability to receive and communicate specific instructions clearly, firmly, and courteously;
- Ability to control signaling devices (such as paddles and flags) in order to provide clear and positive guidance to drivers approaching a TTC zone in frequently changing situations; and,
- Ability to understand and apply safe traffic control practices, sometimes in stressful or emergency situations;
WORK ENVIRONMENT:

While performing the duties of this job, the employee will be working near moving construction equipment.
- The noise level in the work environment can be loud.
- Will be exposed to dust and fumes from cleaners, gasoline, diesel, exhaust.
- Employees will work outdoors and will be exposed to the weather, including extremes in heat and cold, rain, etc.
Physical Demands:

The employee may occasionally lift and/or move up to 50 pounds or more and requires manual dexterity and strength in arms and feet to manipulate equipment controls, tools, and other items used to adjust and/or minor maintenance.
- Will use hands, arms, back and shoulders in handling, installing, positioning, and moving items, and manipulating other objects.
- Could be in a standing, bending, kneeling, or sitting position for long periods of time.
- Requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination.

Other Requirements:
Display a professional and courteous attitude to co-workers, supervisors, and the general public at all times. Must be willing to travel and work away from home when required. Must be willing to work nights and weekends when necessary. Report to the assigned job site in proper attire and ready to begin work at the designated start time. Strict adherence to safety requirements and procedures as outlined in the Safety Manual. Willingness to work in a team environment and assist co-workers or supervisors with other duties as required.
Personal Protective Equipment:
Individuals are required to wear personal protective equipment in designated operations and production areas as stated by OSHA and/or MSHA and company policy. Protective equipment that may be required, but not limited to, for this position: Coveralls, Fall Protection, Gloves, Welding Gloves, Hard Hat, Hearing Protection, Padlocks for Lockout/Tagout, Respiratory Protection, Safety Glasses, Safety (hard toe) Shoes, Welding Aprons, Welding Helmet, Welding Shield.
