JOB TITLE: Survey Party Chief
LOCATION: Fresno, CA
Precision Civil Engineering, Inc. (PCE) is seeking a Party Chief to join our Engineering Team in Fresno, CA.
The Survey Party Chief will plan and evaluate proposed field survey projects, manage the field survey teams, prepare, process and coordinate the required field design survey work and construction staking survey work and other surveys and daily survey logs as part of public and private commercial, residential and industrial development projects based on client’s intent/vision, budget, timeline, jurisdictional requirements and community needs and concerns. In addition, the Survey Party Chief will lead the company's field survey team in the field.
Job Responsibilities:
- Acts as party chief for a field survey crew engaged in making plans and/or geodetic surveys for construction, topographic, right-of-way, and control survey projects; participates in pre-survey planning meetings with project managers, resident engineers, and contractor representatives; assigns and monitors work, and provides input for evaluation of members of the field survey crew; is the senior field surveyor in survey and mapping methods, use of equipment, and field safety procedures.
- Gathers field survey data through use of conventional and Global Positioning System (GPS) methods; sets up, adjusts, and operates surveying equipment, including electronic total station, data collector, and GPS equipment, in order to measure distances, elevations, and angles; prepares field notes and drawings; performs field surveying for roadway, bridges, and flood control projects, including installing surveying construction stakes, tying out existing intersection ties, and locating or establishing vertical and horizontal control, right of way, monuments, corners, boundaries, and property lines.
- Performs complex surveying calculations using engineering calculator, laptop computer, personal computer, and graphics software, such as AutoCAD; analyzes raw data for mathematical closure and geometric accuracy; provides survey information for Geographic Information System (GIS); and prepares finished grade sheets, topographic maps, records of survey, ALTA Surveys, corner staking, etc., and other survey reports.
- Research existing record information, including record maps, plans, deeds, easements, and right-of-way documents; and maintains field data records, survey project files, and indexing systems.
- Performs the duties of the Party Chief and acts as Land Surveyor in supervisor’s absence; performs field surveys, including staking, boundary control, horizontal and vertical controls, hydrographic, topographic, and environmental surveys.
- Ensures the integration of field data and records into completed maps, plats, drawings, and records.
- Assists in construction, design, topographic, hydrographic, property and all types of control surveys.
- Assumes responsibility for the company survey equipment and oversees equipment maintenance and inventory.
- Produces accurate detailed maps with accurate surveying data in a timely manner.
- Sets up, operates, and adjusts all types of survey equipment, including a level, transit, and electronic measuring device.
- Makes trigonometric calculations, such as adjusting traverses and calculation of coordinates, control points, quantities, and areas.
- Prepares and reviews maps, drawings, sketches, plats, and simple reports from field notes and makes recommendations.
- Trains other crew members on the latest technology in surveying equipment and finds new and innovative ways of doing surveys.
- May perform mapping compliance or other related office survey duties as a temporary assignment to satisfy the training/experience requirement for the Professional Land Surveyor's License.

- Knowledge of the principles, practices, regulations, techniques in the field of land use, environmental planning, and transportation planning.
- Knowledge of current planning research methods and information gathering techniques.
- Knowledge of standard procedures, methods, and principles.
- Knowledge of basic principles and practices related to economic development, housing, growth management, and other community preservation areas.
- Knowledge of basic cartography and graphic design principles and methods.
- Knowledge of basic site planning and architectural design principles.
- Knowledge of Federal, state, city, county, local land use laws and regulations.
- Skill in managing competing interests under strict timelines.
- Skill in using computers and software applications in one or more of the following areas: graphics, presentations, database management, mapping, data analysis, evaluation.
- Skill in working with a diverse group of individuals with varying levels of subject area expertise.
- Ability to work as a member of a customer service-oriented team.
- Ability to write clear and concise reports and correspondence.
- Ability to learn, comprehend, and apply organizational procedures, methods, and policies.
- Ability to interpret maps and prepare graphic materials for visual presentations.
- Ability to effectively organize and participate in design team, project management and public meetings.
- Ability to establish and maintain effective working relationships with other clients, team members, jurisdictions, planning staff, other City employees, and the community.
