Job Duties
NOVA VDOT is seeking a Signals Engineer Supervisor to lead the lane closure management program, which includes responding to requests for lane closures outside of the allowable work hours, reviewing major construction project’s TMP, updating district lane closure guidelines, and coordinating review of projects and work zone conflicts. You will involve in the management of signal operations using traffic management systems, traffic monitoring tools, and traffic engineering applications. You will analyze traffic patterns and adjust traffic signal timings to mitigate traffic congestion and address changing traffic patterns due to special events, construction and maintenance activities, incidents, and emergency situations. Communicate with internal VDOT staff, local government staff, consultants and others as needed regarding transportation projects and programs.
Responsibilities will include but may not be limited to:
Analysis and Technical Reporting- Analyze and interpret technical engineering information and data. Prepare complete, clear, and concise reports and recommendations.
Traffic Signal Systems – Support and maintain traffic signal system, software applications and IT networks. Administer and maintain the reliability of central operating system (KITS) for signal timing optimization. Coordinate with system support contractor. Develop back-up plans for emergency conditions. Troubleshoot and identify solutions for network, operating systems and telecommunication devices.
Manage Assigned Activities – Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
Operations Engineering and Decision Support - Support the development of policies and procedures that demonstrate proactive management of the arterial transportation network. Assist in the performance of in-house assessments and the development of alternatives for managing and coordinating traffic signal system operations, non-routine lane closures, special events and emergency evacuation strategies.
Lane Closure Management – Support traffic data analysis for establishment of Districtwide Lane closure hour recommendations. Coordinate with various stakeholders to ensure land closures are in accordance with established policies, to resolve work zone conflicts, remove unnecessary/unauthorized lane closure and ensure seamless work zone management. Review and analyze extended lane closure requests for all projects and develop recommendations to approve/deny/mitigate for senior management minimizing traffic impacts to the greatest extent possible. Support the major construction project “before” and “after” evaluations, assess the work zone impacts during construction and make recommendations using a variety of applications and different source of data. Review work zone management technologies and recommend improvement options.
Communications- Communicate effectively with internal and external customers including VDOT staff, local governments, elected officials, and FHWA. Prepare correspondence, technical documents, reports, presentations, and demonstrations. Respond to requests for information and resources from internal and external customers.
Team Leadership- Supervise a team of engineers and technicians in performing duties and assignments for related program area. Monitor and evaluate work activities and provide guidance and direction. Promote training and professional development opportunities.
Engineering Compliance- Ensure all engineering projects are completed in compliance with VDOT, state and federal policies, procedures, guidelines, laws and regulations.
VDOT Representation- Represent the agency and program area internally, with citizens, elected officials, local governments, and the business community. Be actively involved in group assignments for the planning and implementation of initiatives and issues.
Special Projects- Perform special projects and assignments related to engineering program when assigned.
Project Management – Attend district project meetings and provide review comments related to allowable lane closure hours, TMP, and MOT. Assist in developing technical requirements for major construction projects and implementing mitigation strategies.

Minimum Qualifications
- Knowledge of and ability to apply federal and state policies and regulations relative to traffic control devices including the Manual Uniform Traffic Control Devices (MUTCD) and the Virginia Work Area Protection Manual.
- Ability to manage multiple projects and priorities with competing deadlines and limited resources.
- Ability to effectively communicate technical information orally and in writing and to establish and maintain effective working relationships.
- Skill in providing and promoting good customer service to internal and external customers.
- Ability to draw rational conclusions and develop solutions from analysis; make independent decisions; and manage multiple assignments.
- Experience with developing and reviewing construction maintenance of traffic (MOT) and transportation management plans (TMP).
- Knowledge of project and program management.
- Supervisory experience to include the ability to plan and prioritize multiple and competing priorities.
- Ability to apply engineering principles and practices to a variety of complex projects.
Additional Considerations
- Supervisory experience in a transportation planning environment.
- Engineer-in-Training (EIT) or Professional Engineer's (PE) license.
- A combination of training, experience, or education in Civil Engineering, Transportation Engineering, Systems Engineering or related field desired.
