The Department of Social Services, Division of Children and Family Services seeks a dynamic and innovative professional to join our leadership team as the pivotal Children and Family Services IT Product Manager. This position is instrumental in aligning our information infrastructure with our department's strategic goals, with a primary focus on enhancing the lives of children and families across South Dakota.
This role offers a distinctive blend of challenges and opportunities for an innovative IT Product Manager. The successful candidate will be responsible for developing and implementing robust information systems to support the functions of the Division of Economic Assistance, Child Support, and Child Protection Services. This role involves leading projects and driving technological advancements to improve service delivery.
The ideal candidate will demonstrate strong leadership qualities, substantial technical expertise in product ownership, and experience aligning technical solutions with business needs. This role offers a unique opportunity to collaborate with other IT leaders across the agency. Together, they will develop department-wide enterprise strategies and create tactical solutions at the divisional level that address IT-related needs, challenges, or barriers, contributing to the department's overall mission.

Qualifications: will have a proven track record in IT product ownership with at least5-8 years of experience and a bachelor’s degree in information technology, computer science, or a related field. Preference will be given to those with prior experience in managing large-scale projects through all phases of the technology project life cycle. An active PMP Certification and/or change management certification is also preferred.
Main responsibilities will include but not limited to:
- Develop program goals for maximizing information and data within a broad CFS program portfolio.
- Assist in the leadership of a diverse team of program and information system professionals.
- Responsible for knowing the Bureau of Information and Telecommunications (BIT)-established technology requirements and ensuring strong collaboration with BIT colleagues so that enhancements are in full compliance with BIT requirements.
- Understanding and managing stakeholder relationships involving internal and external relationships that support IT products and operations.
- Develop policies, procedures, and best practices related to the CFS technology.
- Remain current on trends and emergent information systems that support the CFS program's goals and needs.
- Work collaboratively with the Chief of Children and Family Services to ensure awareness of any progress and developments relevant to the Economic Assistance, Child Protection Services, and Child Support divisions.
- Provides project management of highly complex, large-scale projects involving enterprise technology solutions.
- Responsible for the development and execution of a comprehensive change management strategy to facilitate a smooth transition to new information systems and processes.
- Communicating project progress, updates, and status reports to stakeholders and senior management, ensuring transparency and effective decision-making.
- Ensures project governance and monitoring controls are in place, such as monitoring and tracking project progress, identifying variances, and implementing corrective actions to keep projects on track; managing project documentation, including project plans, status reports, and documentation of project-related decisions and changes; or identifying project risks and developing mitigation strategies to minimize potential issues and ensure project success.
- Ensuring adherence to project management methodologies, best practices, and quality standards throughout the project lifecycle.
- Collaborate with cross-functional teams through all project phased, including development, design, and implementation, ensuring successful deployment.
This position is exempt from the Civil Service Act.
