JOB TITLE: OSP Engineer

JOB SUMMARY: The Outside Plant Engineer will be responsible for planning, designing, and overseeing the installation, maintenance, and upgrade of our outside plant infrastructure. This includes aerial and underground fiber optic cables, equipment cabinets, and related facilities. The ideal candidate will possess a strong technical background in broadband technology, hands-on experience in field installation and splicing, and proven project management skills.
PRIMARY JOB RESPONSIBILITIES:
Design and Planning:
- Develop detailed plans and specifications for outside plant infrastructure projects, including fiber optic cable routes, equipment placement, and installation methods.
- Conduct site surveys and assessments to identify optimal locations for equipment and infrastructure deployment.
Field Installation and Splicing:
- Oversee and perform field installation of outside plant equipment, including fiber optic cables, splice closures, and related components.
- Conduct fiber optic splicing and terminations, ensuring adherence to industry standards and best practices.
- Troubleshoot and resolve technical issues related to outside plant infrastructure, ensuring timely and effective solutions.
Project Management:
- Manage outside plant projects from inception to completion, ensuring adherence to project timelines, budgets, and quality standards.
- Coordinate with cross-functional teams, including network services, field services, sales, outside contractors and construction, to ensure seamless project execution.
- Monitor project progress, identify potential risks and challenges, and implement mitigation strategies to ensure successful project delivery.
- Oversee the execution of all outside plant SMOPs, including fiber and fixed wireless construction projects.
- Assist in the development and management of a comprehensive planned preventative maintenance program.
Documentation and Reporting:
- Maintain accurate and up-to-date documentation of outside plant infrastructure, including design plans, installation records, and splicing logs.
- Update ESRI & AZ811 mapping platforms upon project completion.
- Keep project trackers up to date on the timeline and status of each project task.
- Identify opportunities to improve processes and efficiency.
Compliance and Safety:
- Ensure compliance with regulatory requirements, industry standards, and company policies related to outside plant engineering and construction.
- Implement and maintain safety protocols and procedures to ensure a safe working environment for all employees and contractors.
SKILLS AND COMPETENCIES:
- Strong technical knowledge of fiber optic networks, equipment, and installation practices.
- Proven project management skills, with the ability to manage multiple projects concurrently and meet deadlines.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams, contractors, and vendors.
- Proficiency in using ESRI, CAD software, GIS tools, Microsoft Visio, Smartsheets and other engineering software for design and planning.
- Knowledge of optical and wireless networking components (i.e.: OLT, ONT, AP, SM).
- Knowledge of design techniques, tools, and principals involved in production of precision technical plans, blueprints, drawings, and models.
- Ability to perform OTDR tests and interpret OTDR data.
- Interprets buried underground and aerial telecom facilities records, maps and in the field to clearly prepare detailed engineering field notes to facilitate conversion to CAD/Visio format.
- Makes recommendations for modifications to running line or construction methodologies due to knowledge or experience in environmental conditions, construction access by crews, or congestion of utilities.
- Understands and actively participates in the engineering, permitting and construction processes to support the contract's requirements.
- Determines correct procedures for OSP fiber optic cable splicing, termination, testing, and documentation.
- Excellent written and communication skills.
- Ability to work independently and as part of a team.
- Ability to manage outside resources and consultants.
- Experience with telecommunications inside and outside plant construction standards, including fixed wireless technologies.
- Experience in a carrier or broadband service provider environment is highly desired.
- Experience in leading a technical problem-solving team.
- Experience in routine complex technical problem-solving.

EDUCATION AND EXPERIENCE:
- Bachelor’s degree in telecommunications, or a related field; or equivalent combination of education and experience.
- Minimum of 5 years of experience in outside plant engineering, broadband technology, field installation, and splicing.
Note: Any equivalent combination of education, training, and experience that would enable the applicant to satisfactorily perform and meet the duties required of the position may be considered in meeting the stated minimum requirements.
ADDITIONAL REQUIREMENTS:
- Will be asked to provide 39 months driving record. Position requires insurability under GRTI insurer requirements.
- Will be required to pass a pre-employment drug test and background check.
