Enforcement Coordinator - Development Services & Permits Position Overview:
The Development Services & Permits Division facilitates safe and responsible development, construction, and occupancy of buildings and properties in our community. In 2023, the division issued over 57,000 permits with a construction value of $11.15B. In additon, the divison conducted over 41,000 inspections and almost 85,000 plan reviews. We strive to provide prompt and courteous service to our customers, ensuring compliance with all applicable laws and regulations. Our goal is to promote public safety, protect the environment, and support economic growth through the issuance of permits and inspections. We are committed to transparency, accountability, and continuous improvement in all aspects of our operations.
The Enforcement Coordinator position resides within the Compliance Group of the Harris County Engineering Department- Permits Office. The position works within a team that enforces the Harris County Rules and Regulations regarding Storm Water Quality, On-Site Sewerage Facilities, Floodplain Management, Driveways and crossings within Harris County easements and rights-of-way, Infrastructure and Extraterritorial Jurisdiction, and Harris County Toll Road Signage.
Essential Duties and Responsibilities:

Communicate with the public by telephone, via email, and in person to inform them of specific aspects of the Harris County Engineering Department's regulations and/or the specifics of their violation. Interface with various sections of the Harris County Permits Office, the Harris County Attorney's Office, and other Harris County departments via verbal and written communication.

Document production and management through a variety of manual or technological processes. This includes preparing legal correspondence, reports or other documents, maintaining various filing systems, including computer records of various activities, and similar duties.

Perform data entry of the requirements related to the issuance of permits.

Position involves performing multiple tasks and meeting deadlines.

Performs daily functions with minimum supervision.
During emergency response situations for our community, such as hurricanes or floods, the position may be tasked with additional duties. -

Education & Experience:

Associate degree in Civil/Construction Technology, Civil Engineering, Physical Science, Criminal Justice, or a closely related field. from an accredited college or university
OR-
High school diploma or G.E.D. equivalent

Two (2) years' experience in Construction Management, Civil Engineering, Land Development, Environmental Services, Code Enforcement, Permitting, Plan Review or related field.
Licensure:-
A valid driver’s license (Texas upon hire), and a good driving record
Knowledge, Skills, and Abilities:-
Explain and apply regulations and procedures in varying situations.

Review technical and non-technical documents for completeness, accurracy, appropriate authorization and compliance with regulations and procedures.

Must be able to read and understand engineered plans, collect, compile and summarize varied information, consider alternatives and reach sound conclusions.

Prepare clear and accurate reports, correspondence, procedures, and other written materials.

Represent the department and the County in meetings with others.

Organize and prioritize work and meet critical deadlines.

Maintain accurate records and files.

Exercise sound judgment within established policies and procedures.

Establish and maintain effective working relationships with those contacted in the course of the work.

Must have excellent verbal and oral communication skills.

Must be proficient in Microsoft Office programs - specifically MS Excel and MS Outlook.

Must have abilty to exercise flexibility in accomodating shifting priorities, demands, and schedules.

Physical Demands and Environmental Exposure:-
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
