Position Title: ClinicianI – TFC/LTFC
Reporting Relationship: Lead Clinician
Position Summary
Under the general supervision of the Lead Clinician, this position works to make a meaningful difference in the lives of the children and youth in the care and custody of the Office of Refugee Resettlement (ORR). This position works closely with children, youth, foster parents, and community partners, providing assessments, counseling, advocacy, mental health stabilization and support toward the ultimate goal of unification and living safely and successfully in the community.
CORE RESPONSIBILITIES
The Clinician position may include the following tasks, as well as other duties assigned:
- Actively support, represent, and extend NYAP’s mission, vision, and values;
- Provide mental health related services including: conducting ORR required assessments, referrals to mental health providers and assessments to identify human trafficking concerns;
- Collaborate with other staff and stakeholders in utilizing a child welfare best practice approach for the care of minors within a trauma informed framework;
- Provide minimum of one weekly one-to-one counseling session (or more often if needed), and two group counseling sessions per week, as well as provide crisis intervention if needed;
- Facilitate family sessions as needed;
- Perform visits at foster caregiver’s homes within pre-established days from the child’s admission;
- Continually monitor the mental well-being of clients and arrange for appropriate services as needed, including arranging for and facilitating external specialized services with community mental health providers;
- Complete safety plans as needed;
- Provide consultation and documentation regarding clients’ functioning, mental health status, and treatment needs;
- Participate in staffing with ORR stakeholders;
- Maintain continuity of clinical services within NYAP licensing and program guidelines;
- Provide orientation to children in care;
- When necessary, travel to provide community based services to, and on behalf of, youth and families in compliance with organizational, contract, and regulatory requirements;
- Complete all required documentation and training in a timely manner;
- Consistently achieve established productivity thresholds;
- Coordinate and monitor services for the youth and family in the community, including but not limited to, medical, educational, psychological, and social services;
- Screen for human trafficking concerns, and provides crisis intervention services;
- Regularly review and modify individual service plans in collaboration with case management team to assure consistent progress and success on written plan goals;
- Establish and maintains strong relationship with assigned foster parents;
- Assist in placement efforts with the youth’s sponsor or other permanent living arrangement consistent with the youth’s case plan;
- Provides safety assessment, crisis response, and behavioral stabilization services as required to assure safety and stability for youth served;
- Participates and maintains compliance with Continuous Quality Improvement (CQI) requirements;
- Actively participates in the weekly supervision process;
- Complete other duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor's degree plus 5 years clinical employment experience;
- Licensed or licensed eligible;
- Must have a valid driver’s license, reliable transportation, automotive insurance, and a good driving record;
- A willingness to work flexible and non-traditional hours with a possibility of being on call on nights/weekends, in the service of foster caregivers, families of origin, and persons served;
- Must be able to organize, navigate, and physically escort youth to various travel destinations possibly including airlines, trains, and buses. Travel includes out-of-state trips up to 25%-30% to unify youth with families;
- Capacity to be flexible and responsive to youth served, foster caregivers, system partners, and internal customers;
- Capacity to remain objective and professional in all areas of job function;
- Demonstrates tolerance and respect for the ideas and actions of others;
- Bilingual English/Spanish Fluency;
- Proficient use of desktop and laptop computers, internet search, people management programs, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.
