The Sanitary Board of the City of Charleston, WV (CSB) is a municipal sewer utility serving Charleston and adjacent areas of Kanawha County, WV.
General Description:
The Charleston Sanitary Board is seeking an experienced Payroll/Human Resources Specialist to join our team. This position reports directly to the Payroll/Human Resources Manager and will have responsibilities in the following areas, including but not limited to, employee relations, record management, payroll and benefits administration, recruitment, on-boarding, and transitions.
Essential Duties:
· Be the primary administrator for payroll processing, including time worked, paid leave and holidays, deductions and withholding, address changes, and other information.
· Ensures proper processing of payroll deductions for taxes, benefits, uniform allotments, and other deductions.
· Prepare paperwork, schedule, and facilitate a smooth new hire on-boarding process, coordinating with departments to deliver an exceptional first day experience.
· Handle all administrative tasks for on-boarding, new hire orientation, and exit interviews, including entering data into HRIS and auditing for accuracy and compliance.
· Assists employees regarding benefits claim issues and plan changes.
· Processes and administers all leave of absence requests and disability paperwork; medical, personal, disability, and FMLA.
· Assists with open enrollment process.
· Ensures the accuracy of all benefit enrollments in the HRIS to provide vendors with accurate eligibility information.
· Suggest new procedures and policies to continually improve the efficiency of the HR department and organization as a whole and to improve employees’ experience.
· Ensure legal compliance of HR state and federal regulations and applicable employment laws.
- Other duties as assigned.
Education and Experience:
- A minimum of two years’ Human Resources experience preferred.
- Comprehensive knowledge of state and federal labor regulations, personnel administration, employee relations, compensation, benefits administration, recruiting and selection, and training development.
- Knowledge of payroll processing procedures. UKG Ready/ Kronos experience is a plus.
- Must possess exceptional interpersonal communication skills.
- High School Diploma or equivalent required.
