The City of Lynchburg is seeking a Deputy Real Estate Assessor to supervise the appraisal activities of the Appraisal staff, and review their appraisal methods and practices as prescribed by the City Assessor. Job responsibilities include but are not limited to assist the City Assessor in the appraisal of commercial and residential properties; prepare prescribed assessment performance measures, statistics and reports. Develop and direct the training of appraiser hires, review complaints, including those received by subordinate staff concerning re-valuations and make recommendations to the City Assessor, and review the appraisal activity in each area of the City with the City Assessor for general reassessment. This position requires a bachelor’s degree from a four-year college or university supplemented by courses in real estate, economics, finance, accounting, law or a related field, and possession of a valid drivers licensed issued by the Commonwealth of Virginia. A preferred candidate will possess a Certified General license with a minimum of 3 years of supervisory experience and/or a C.A.E. designation from the I.A.A.O.
Starting salary depending on qualifications.
ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties to provide direct or indirect service to the citizens may be assigned.
- Supervises and mentors Appraisal staff
- Assists the City Assessor with the assessment of complex properties
- Assists subordinate staff with the presentation of appeals to B.O.E.
- Performs quality control checks of the work of appraisal staff per office procedures
- Ensures assessments are fair and equitable as required by I.A.A.O. and U.S.P.A.P. standards
- Ratio studies and statistical analysis to ensure equity and equalization
- Facilitates updates of CAMA software
- Calibration of M & S cost tables on a biennial basis
- Assists with the development of market rents and expenses for each income-producing property type
- Maintains, develops, and revises office systems for tracking progress goals
- Values a mixture of residential and commercial properties
- Provides an overview of the Assessment process to civic groups, et al.
- Special projects as determined by the City Assessor
- Other duties as assigned
ADDITIONAL DUTIES
- Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment
- May also be required to complete higher levels of NIMS training as determined appropriate for the position
- Other duties to provide direct or indirect service to the citizens may be assigned.
- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY DUTIES
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
PERFORMANCE STANDARDS:
- Demonstrate competency in role
- Stay up to date on changes to State and Local Tax Codes that affect real estate assessment process
- Maintain good working relationship with staff, public, and other City departments
Minimum Education and Experience Required

EDUCATION AND/OR EXPERIENCE
- Bachelor’s degree in a business-related field and or 5 years of experience in a related profession
- Three or more years in a supervisory role within the Appraisal profession
- Certified Residential Real Estate Appraiser License from Commonwealth of Virginia
PREFERRED QUALIFICATIONS
- Familiarity working with C.A.M.A. systems; especially Proval
- VA licensed Certified General/State Licensed Appraiser and/or Designated Candidate in Appraisal profession
Additional Requirements
Possession of a valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City of Lynchburg driving criteria.
