Primary Purpose:
Responsible for the academic growth and language acquisition of Bilingual/EL students and works in conjunction with campuses and the Director of Multilingual Department to monitor effective program implementation.
Qualifications/Skills:
Education/Certification:-
Master's degree preferred.
- Mid-management certification preferred.
- Valid Texas Teacher Certificate or Teaching Certificate from out of state appropriate for position.
- Certification must meet requirements for becoming and remaining qualified for this position in a manner required by Federal and/or State law.
Special Knowledge/Skills:
- Excellent organizational, communication, leadership and interpersonal skills.
Experience:
- Minimum of three (3) years classroom experience.
- Campus or district leadership experience, preferred
Major Duties and
Responsibilities:
Program Management:
- Develop Bilingual and ESL instructional materials, methodologies, philosophies and innovations to support the needs of individual students. Incorporate the elements of effective instruction to achieve maximum success in the classroom.
- Assist in improvement of Bilingual/Dual Language, World Language/LOTE, and English as a Second Language instructional programs through regular cycles of classroom observation, feedback, demonstration, and staff training, in conjunction with other departments
- Assist in planning lessons with school administrators and classroom teachers. Support schools and teachers in analyzing and disaggregating multiple assessment data to improve instruction for EL students.
- Assist with state and federal compliance. Assist in the completion of all local, state and federal evaluation reports on Bilingual/ESL programs. Collaborate with the Department of Assessment & Compliance for implementation and process of LEP Assessments.
- Ensure instructional programming and curriculum services in Bilingual/ESL programs are aligned to meet students’ needs.
- Evaluate and recommend instructional materials to meet Bilingual and EL student learning needs; ensure the use of technology in the teaching-learning process.
- Analyze multiple test data to improve Bilingual/ESL instructional programs. Provide leadership in improving the instructional program in the schools.
- Collaborate, develop, maintain and revise curriculum documents based on systematic review and analysis.
- Monitor to ensure a high degree of uniformity among elementary and secondary schools in Bilingual/ESL curricular areas. Assist campus teams in the improvement of the instructional program through observation, visitation, demonstration and staff development.
- Collaborate with other content area departments to assist in planning overall instructional programs for EL students, including learning objectives, instructional strategies, and assessment techniques.
- Implement identification procedures (assessment, placement, and evaluation tracking) for all EL students.
- Analyze data such as TELPAS, STAAR, PEIMS, oral proficiency and other entry/exit level assessments in order to help campus leaders and teachers guide instruction.
Communication and Community Relations:
- Foster collegiality and team building among appropriate personnel, encouraging active involvement in decision-making.
- Communicate effectively with campus level staff, the community and parents and/or students when appropriate.
- Assist the Director of Multilingual to secure consultants, specialists and appropriate community resources for principals and instructional staff to assist in attaining district objectives.
- Assist the Director of Multilingual to communicate the district curriculum, instructional practices, district accomplishments, goals and new ideas to parents and the community.
- Assist the Director of Multilingual to encourage two-way communication between the district and the community.
- Assist the Director of Multilingual to encourage and promote parental and community involvement in the educational process.
- Assist the Director of Multilingual to demonstrate awareness of school/community needs and initiate activities to meet those identified needs.
- Project a positive image to the community.
Professional Development & Training:
- Participate in district wide in-service programs and professional growth opportunities.
- Provide District Professional development, i.e. Dual Language, TRTW, EL Strategies, and ELPS/PLDS.
- Assist in planning, implementing and conducting of all Bilingual/ESL in-service training programs.
- Provide timely and quality service to principals and teachers.
- Assist in the training for teachers and administrators in improving instructional techniques and using materials and equipment.
- Assist the Director of Multilingual to provide orientation of new teachers during in-service and throughout the year.
- Participate in appropriate conferences and staff development sessions for improved job performance.
- Participate in professional organizations and disseminates ideas and information to appropriate staff.
- Maintain active involvement in local, state and national professional organizations.
- Establish and maintain an environment, which is conducive to positive staff morale and directed towards achievement of the department/district mission and goals.
Other:
- Perform other duties as assigned.
Supervisory
Responsibilities:
Supervise and evaluate staff (both certified and non-certified staff).
Equipment Used:
Computer and various office equipment.
