Overview
The Economic Development Analyst II position may perform and coordinate a variety of activities related to programs for the Office of Economic Development. General responsibilities may include providing support to manager and Economic Development Coordinators. May also lead efforts and training of entry-level Economic Development Analyst I’s and external organizations associated with programs under the responsibility of the work unit. May participate in community outreach events and marketing campaigns, and coordinate recruitment efforts and program information sessions. This position may also provide support in the development of internal tools, research information as directed by unit manager, assist with the development of outlines, research/compile facts to be used in the drafting of briefing materials, and analyze and provide data to be used in the development of City Council agenda items, City Council Resolutions and City Ordinances, Texas Local Government Code and other state/federal law.
Essential Functions
1 Assists with the development and implementation of programs and activities of the work unit that serve to foster business development and retention, as well as create opportunities for new jobs and/or retention of existing ones to promote an attractive business climate within the City of Dallas.
2 Develops a functional professional working relationship within and outside the work unit and other City departments as relevant (i.e. City Attorney’s Office, Budget Office, Housing Department, etc.), as well as with outside organizations (i.e. Dallas Housing Authority and Dallas County) and stakeholders (i.e. Developers and/or Property Managers) in support of the work unit’s scope of work.
3 Researches, compiles and analyzes economic and demographic data that may be used by the Office of Economic Development staff in the development of briefing materials, and responds to and assesses project performance and business proposals, which may include assisting in the analysis of fiscal impacts.
4 May provide support to the unit in a variety of projects (i.e. producing management reports, drafting determination letters, developing forms to effectively/efficiently assess compliance or benefit of agreement requirements, and developing statistical tables, impact models and other items deemed relevant and pertinent by supervisor) intended to measure benefit to the community on a given program/project, and further economic development in the City.
5 Manages multiple projects, is reliable, meets deadlines, prioritizes and organizes work assignments, and works well individually and as part of a team.
6 Exercises sound judgment, tact, creativity and resourcefulness.
7 Assists in the development and research of information, databases and dashboards, compiling and analyzing data, and monitoring/assessing/determining adherence to agreement terms and conditions related to capital project development, housing affordability requirements and cures/sanctions.
8 Assists in drafting and evaluating financial aspects of City Council agenda items, City Council Resolutions and City Ordinances.
9 Regular workday attendance and punctuality; anticipates needs and is prepared for meetings, represents the work unit at meetings as assigned. Must be flexible and may need to work extended hours as needed.
10 Performs any and all other work/duties as needed or assigned by supervisor.
Knowledge and Skills

Effective communication skills: oral and written.

Demonstrated proficiency with ESRI ArcGIS mapping software, geospatial data analysis, data visualization, dashboards, story maps, infographics, etc.

Collaboration in dashboard and/or database development, maintenance, analysis.

Proficient in the use of Microsoft Office (i.e. Excel, Word, PowerPoint, Outlook, Access) and/or AMS and/or Oracle and/or Salesforce.

Knowledge of how to interpret, compile, analyze and present results, and/or draft reports or determinations related to contractual agreements or financial data (some knowledge and understanding of budgets, expenditures, estimates, reconciliations, GAAP and/or GASB is desirable).

Education
Bachelor’s degree from a four (4) year accredited college with an emphasis on any of the following: Urban Planning, Public Administration, Economic Development, Real Estate Development, Economics, Mathematics, IT and/or GIS, Finance/Accounting or related fields. An associate degree, preferably in a Science or Finance area, or at least two (2) years of college credit in any of the areas listed, plus two (2) years of work experience in some of the Essential Functions in an economic development organization may qualify for this position.
Salary Range
$60,538.39 - $75,672.99
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
