The department seeks to hire a smart, experienced, hardworking, and dependable Human Resource Branch Manager.
Responsibilities include, but are not limited to, the following:
- Provide technical assistance and guidance to KDE employees including Kentucky School for the Blind, Kentucky School for the Deaf and Area Technology Centers and leadership regarding payroll and benefit matters. Manage the operations and customer service component to the department’s payroll and benefits branch. Including, but not limited to timesheets, health insurance, life insurance, workers compensation, Kentucky Public Pensions Authority and Kentucky Teacher’s Retirement System, FMLA, sick leave sharing and any other applicable benefits. Serve as backup time approver for KDE. Interpret, apply, and enforce statutes and regulations, KDE departmental policies and Personnel Cabinet policies and procedures.
- This position has the authority to approve payroll for the Department of Education which includes over 1,100 employees.
- Provide over-all management of the Payroll and Benefits Branch. Including, but not limited to supervision and monitoring of agency training for staff, payroll, benefits, wellness program, retirement, life insurance and health insurance. Supervise and maintain orientation materials.
- Process payments for Personal Service Contracts and Memorandum of Agreements. Oversee and conduct employee orientations. Support human resource training initiatives and activities. Develop and conduct payroll/personnel training for KDE staff. Develop materials and presentations for training supervisors and employees on payroll and related areas.
- Represent the division and participate in various agency meetings, workshops, seminars and conferences when assigned. Attend leadership meetings and representing the department.
- Performs other duties as assigned.
