POSITION SUMMARY:
Oversees the functions and processes associated with the accumulation, valuation, and presentation of information related to the institution’s economic performance. Manages and coordinates fiscal operations. Consults and advises administrative officers regarding opportunities and methods for generating revenues and controlling costs in relation to the mission and

POSITION QUALIFICATIONS:
Education: Requires a Bachelor of Science Degree in accounting or business administration, with a major in accounting. Certification by the State Board as a Certified Public Accountant and/or a Master’s Degree in Business Administration preferred.
Experience: Minimum of three years’ experience as a Business Office Manager, Accountant, or related field. Six months on-the-job training required to become thoroughly familiar with hospital policies and procedures. Must be capable of directing, planning, and controlling the accounting and financial activities of the hospital and clinics. In relation to this, must have the analytic aptitude necessary to investigate and solve problems and develop accounting systems to accurately control all financial transactions and activities within the hospital.
ESSENTIAL JOB FUNCTIONS:
1. Directs, interprets, coordinates, and administers the hospital’s policies on finance, accounting, internal controls and auditing.
2. Plans, organizes, coordinates, and controls the financial policies for the institution to control the receipt of revenue, expenditure of funds, financing, and the valuation and conservation of hospital assets.
3. Oversees and ensures accurate and timely financial reporting to administration and department heads.
4. Establishes, implements, and monitors a plan for ensuring cost effective operations by implementing a formal budgeting process, providing a standard of measurement for costs and productivity.
5. Identifies potential operational improvement opportunities, meets with department heads, lending support and instruction related to business operations, quantitative analysis and refinement techniques.
6. Models net revenue and makes recommendations regarding hospital’s rate structure to ensure net income objective.
7. Establishes and maintains policy and procedure sufficient to perform audits without findings, and should there be a finding a remediation plan to be reviewed and implemented upon approval from the Chief Financial Officer.
8. Manages hospital’s investment portfolio, ensuring adherence to investment guidelines and procedures.
9. Oversees and coordinates the functions of finance, budgeting, materials management, credit and collection, and general accounting, which includes general ledger accounting, fixed assets, accounts receivable, accounts payable, and cashiering.
10. Coordinates with Chief Financial Officer regarding issues associated with managed care contracting and reimbursement as it relates to financial reporting.
11. Coordinates with Chief Financial Officer regarding issues associated with Cost Report and applicable audits.
12. Works closely with the Chief Information Officer to coordinate system design and information issues as they relate to hospital financial operations.
13. Ensures timely filing of federal, state, hospital association, third party, and other financial reports as required for operations and audits.
14. Performs various ongoing cost studies and analyses, pursuing opportunities that will enhance overall financial performance.
15. Attends and actively participates in required meetings and participates on committees as required.
16. Reviews and reconciles monthly accruals and journal entries.
17. Participates in professional activities; maintains professional affiliations to keep abreast of current trends and changes in legislation in the field.
18. Participates actively in orientation and on-the-job training of assigned personnel.
17 Adheres to and ensures departmental compliance of all Permian Regional Medical Center policies and procedures, safety rules, DNV standards, Department of Health Services (DHS) regulations and any other regulatory agency.
18. Performs all tasks demonstrating service orientation to fellow employees and staff members to provide excellent customer service.

20. Communicates appropriately and effectively to support the department mission.

Pay: $90,000.00 - $115,000.00 per year
