Ocean Associates, Inc. (OAI) is seeking a candidate to assist the National Marine Fisheries Service (NMFS) Office of Protected Resources (OPR) Permits and Conservation Division in Silver Spring, MD. OPR is the national NMFS office for administration of the Endangered Species and Marine Mammal Protection Acts and requires Geographic Information System (GIS) support for programs e.g. data bases and maps to help convey information about protected species locations/density, anthropogenic threats, oceanographic features in the marine environment. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species.

DUTIES:
- Assist with overall management and implementation of environmental GIS programs
- Support Federal staff with architectural design, creation, integrity, and archival of environmental GIS databases
- Assist with data integration into the environmental GIS database from sources such as submitted shape files, GPS, geophysical, analytic data, field measurements and notes, hard copy maps, and tables
- Assist with GIS data transfer between contractors and various federal agencies
- Support Federal staff with Design, creation and output of hard and soft copy maps for multiple report types that convey information about protected species locations/density, anthropogenic threats, oceanographic features.
- Assist with defining data need parameters for geospatial projects and/or assignments; solving multi-faceted geospatial and GIS issues; calculating/analyzing cumulative impacts of various environmental factors e.g., Threatened and Endangered Species); and conducting 3D/spatial analysis and geospatial modeling to measure and predict the various outcomes of environmental impacts.
- Assist with translating raw data into code; identifying interrelationships within data and applying layers of geographic data to produce spatial analysis and derivative maps to promote effective and economical management of natural resources; and reconciling coding errors to resolve technical problems.
- Support Federal staff with Design, development, and managing geospatial databases, including conversion of digital data in various formats, and the conversion of thematic source maps from analog to digital form through the use of appropriate hardware/software; developing/implementing quality control/assurance guidelines for geospatial data projects; providing technical user support for geospatial data and software; and assisting in the development of statewide standards and applications.
- Support with Developing/maintaining effective working relationships with internal/external stakeholders to encourage/facilitate cooperative management strategies; coordinating data capture/analysis projects; coordinating/implementing geospatial applications and incorporating GIS resource data into local planning documents and processes and identifying/scheduling geospatial hardware/software processing needs.
- Assist with the integration of Enterprise GIS with long- and short-term planning and management activities; and recommending changes to localized procedures and methods.
- Travel may be necessary on a limited basis to attend meetings or workshops.

Salary and Benefits: This is a full-time position with benefits. Salary: $34.00 to $38.00 per hour.
Required Knowledge and Experience:
- Bachelor’s degree from an accredited college or university in GIS, Geography, Cartography, Earth Science, Computer Science, Natural Resources, Environmental Science, Fisheries, or related field of study, and four (4) or more years of demonstrated experience in the GIS field. A Master’s degree from an accredited college or university in GIS, Geography, Cartography, Earth Science, Computer Science, Natural Resources, Environmental Science, Fisheries or related field of study may be substituted for two (2) years of demonstrated experience.
- Knowledge of GIS principles, terminology, and methods.
- Advanced cartographic and spatial analysis skills.
- Ability to work independently and with attention to detail.
- Ability to work with geodatabases, relational databases, and geometric networks.
- Ability to build web maps and applications.
- Ability to analyze GIS requests and design appropriate products.
- Ability to identify and obtain up-to-date datasets.
- Ability to manage data holdings in an organized structure.
- Knowledge of Google Suite of office products.
- Ability to work effectively both individually and collaboratively in a team/group setting.
