Job Title: Human Resource Analyst
Duties and Responsibilities:
Duty 1: System Analysis and Administration
- Administers the 360 Community Lobbying Center information management system by ensuring proper access levels are maintained and flow of information is controlled in accordance with policy.
- Provides technical guidance and direction to professional, technical and clerical staff in the daily operation and maintenance of this human resources data system.
- Performs thorough analysis of operating procedures and mission requirements to accurately identify problems and to devise feasible and long term solutions.
- Provides direct customer service to information system users experiencing difficulty.
- Creates instructional material for end-users of the information system.
- Ensures subscribing bureaus’ Memoranda of Agreement with NEA-SCA/EX are properly filed, and conditions set forth therein carried out accordingly.
- Duty 2: Integrated System Development
- Serves as the technical and functional expert on the 360 Community Lobbying Center for the assignment redesign processes.
- Directs the continuous improvement cycle associated with the 360 Community Lobbying Center.
- Periodically solicits feedback from stakeholders and analyzes results to determine the prioritization of future system enhancements.
- Provides or creates solutions that may extend beyond current SOPs and instructions.
- Actively markets the idea of full participation from all Department bureaus.
Duty 3: Personnel Advisory Services
- Provides advisory services and guidance to stakeholders regarding system capability and purpose.
- Supplies stakeholders with information on the 360 Community Lobbying Center’s policies, procedures, and guidelines which may require substantial interpretation.
- Reviews a broad variety of personnel transactions and provides advice on difficult issues related to data analysis.
- Recommends revisions to policy as mission evolves.
Duty 4: 360 CLC Webpage Oversight
- Oversees 360 Community Lobbying Center webpage.
- Ensures that site information is correct and up-to-date.
- Periodically checks all links to ensure operability.
- Maintains contact with POCs in each subscribing bureau and periodically asks them to review and provide updates for material.
- Monitors changes in policies, procedures, and timetables to identify when changes need to be made and remind relevant individuals of this necessity.
- Follows-up to confirm that site is updated.
- SPECIAL KNOWLEDGE, EXPERIENCE AND EDUCATIONAL REQUIREMENTS:
- Knowledge of and skill in applying:
- A wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive Organizational functions and work practices;
- Analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues;
- Techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients;
- Consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations; and
- Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
- Sufficient Knowledge to:
- Serve as the senior specialist in the design, implementation, maintenance, and/or operation of automated HR information system(s) for assigned facilities;
- Develop a plan of action or project plan or specifications necessary to carry out the requirements for the HR information system(s);
- Provide assistance in solving workforce issues and implementing organizational and procedural changes;
- Conduct systematic studies to identify long and short term needs of serviced organizations; provide advice and guidance to management officials on a variety of complex HR problems as they relate to the automated HR system;
- Provide technical assistance on the HR automated system’s procedures and applications; and
- Understand the limitations and capabilities of the infrastructure and how it can support a particular modification or enhancement
