POSITION SUMMARY: The purpose of this position is to assist in the development and sustainability of the Victim Services Program (VSP) by developing partnerships with service providers, ensuring coordination of services from those partnering providers and other adjunct programs, maintaining grant compliance, and see seeking additional funding opportunities. Under the direct supervision of the Social Services Director, the incumbent will manage the day-to-day operations of the program; assist with grant management the grant budget, timeline, and making sure that the goals and objectives are being met in a timely manner; and supervise the other Program staff. The incumbent will help design protocols with partnering providers to ensure the confidentiality and safety of clients. The Incumbent may act as an advocate, providing direct client services.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Responsible for the organization, administration, implementation, and operation of the VSP.

Provide comprehensive training and supervision to VSP Victim Advocates, volunteers, and/or interns.
- Assists in developing policies and procedures, organizing and directing the victim services program. Prepare and/or assist in the preparation of budget(s) and may supervise expenditures of the victim services program.

Plan and develop grant applications, provide grant management, and complete the required grant reporting requirements.
- Maintain client files and ensure confidentiality of all information.

Maintain statistical data on services provided and report on service usage through case update reporting.

Negotiate partnerships with community resources to ensure coordination of services with the partnering agencies.
- Develop protocols to connect appropriate services to victims by working in collaboration with agencies and organizations that provide services to victims.

Develop and monitor care plans for victims; facilitating transportation, maintaining up-to-date records on contact information, identified needs, and appropriate services.
- Interpret program policies for advocate(s) of the victim services program, community groups and courts.

Provide services such as crisis intervention, case monitoring, emergency assistance, mentoring, resource & counseling referrals, and transportation.

Provide referrals to available resources including medical services, counseling, law enforcement, restraining orders, legal services, and temporary housing for displaced individuals.

Respond to and provide consultation during crisis situations.
- Organize semi-annual meetings for tribal and partnering service providers, staff, and community members to provide culturally-competent education on abuse, victim rights, laws and available resources.

Assist clients with preparation of forms, such as requests for protective orders and application for services.

Review and revise program to meet current trends, changing clients and changing client needs. Collects and compiles data for long-range planning to sustain the program.
- Prepare monthly program report for submission with monthly department report; prepare quarterly data reports addressing the stated performance measures in the grant for both funding agency and general council meetings.

Prepare reports noting the clients’ needs in relation to the violence committed, services provided, and assessing the effectiveness of service delivery methods.

Perform administrative duties, such as approve timesheets of the advocate(s), complete job performance evaluations, interview job applicants with HR in the hiring process, and train/integrate new staff into the program and other administrative duties, as needed.

Advocate on behalf of Bear River Tribal Member interests to improve service delivery. Attend relevant meetings with Tribal, Community, State, and County Service Agencies.

Participate and attend required training. This may require traveling out of the county and the state.

AUTHORITY/SUPERVISORY RESPONSIBILITIES: Supervision is exercised over the VSP Advocate(s), volunteers, and/or interns. Responsibilities include making recommendations on hiring, appraising performance and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Must be able to pass pre-employment background checks.
EDUCATION/EXPERIENCE:

Must have an Associates Degree (A.A) in Behavioral Science, Social Science or closely related field;

Or equivalent combination of education and experience in lieu of educational degree. (Equivalent = two (2) year’s direct experience to one (1) year of education);
-
Must have one (1) year of progressively responsible work in victim assistance programs or related social service programs providing direct services to clients;
- Must have two 2/years of supervisory experience.

Must have 1 year grant related experience.
CERTIFICATES, LICENSES, REGISTRATIONS:
-
Shall possess a valid driver's license and be insurable by agencies insurance.

Must provide or obtain CPR & First Aide certification within three (3) months of hire.
COMPUTER OPERATIONS

Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.
LANGUAGE SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conforms to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
