General description
Join the Support Services Division as a Continuity Specialist performing advanced continuity of operations, emergency management, and disaster recovery consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, government agencies, and community organizations related to business analysis, planning, testing, training, and exercises. May provide guidance to others.
Qualifications - Internal
Minimum Qualifications
· Graduation from an accredited college or university with a Bachelor’s degree.
· Experience with a role working on projects, working closely with management, conducting briefs, and participating in focus groups.
· Experience in a related field.
Preferred Qualifications
· Graduation from an accredited college or university with a Bachelor’s degree with major course work in a relevant field to the assignment such as Planning, Emergency Management. Business Administration, or Public Administration.
Additional years of experience in one or more of the following areas:
· Continuity of Operation/ Business Continuity
· Enterprise Risk Management
· Emergency Management
· Project Management
· Disaster Recovery
Substitution:
One additional year of experience in an enterprise-wide role focusing on business continuity may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours (four years).
LICENSES / CERTIFICATIONS
Certification required within six (6) months of employment:
· FEMA Level I, Professional Continuity Practitioner
PREFERRED LICENSES / CERTIFICATIONS
· FEMA Level II, Master Continuity Practitioner
· 3rd party certification (Example: Certified Business Continuity Professional), or equivalent related certification.
In this role you will:
Conduct Continuity Planning and Support
· Assist agency divisions with the development and maintenance of continuity of operations plans, strategies, processes, and procedures.
· Serve as a liaison with agency management and agency representative to external stakeholders.
· Provide support during an event to implement the agency’s continuity plan and conducts post-event assessments to help mature the agency’s plan over time.
Facilitate Business Impact Analyses
· Lead agency managers through completion of analysis to evaluate the effect on and risk to essential business functions or information systems.
· Facilitate the mapping of business processes and their associated dependencies and impacts, while developing and maintaining agency documentation.
· Conduct research, prepare analysis tools, and guide business divisions through analysis of business processes.
Lead Execution of Tests, Training, & Exercises
· Lead engagements and planning for agency and division-level exercises.
· Collaborate with division management, external business partners and key IT staff members for the purpose of planning, directing, controlling, and maintaining effective testing.
· Document testing and track exercise follow-up.
Knowledge of:
· Continuity of Operations, business continuity, and disaster recovery governance, concepts, strategies, and methodologies.
· FEMA Continuity of Operations practices, DRI International and Business Continuity Institute professional practices.
· Laws, statues, codes, and regulations relating to continuity of operations.
· Programs, concepts, and techniques for enterprise risk management.
· Formulas and techniques to score and prioritize risks.
· Tools and techniques for conducting security risk assessments.
Skill in:
· Creating, interpreting, and analyzing complex data and procedures.
· Delivering effective presentations using models and techniques for a wide range of target audiences.
· Formal writing
· Conducting effective meetings.
· Using Microsoft Office applications to create and maintain documentation, spreadsheets, presentations, diagrams, and databases.
