POSITION DESCRIPTION
Position Title: Broadband System Engineer
Supervisor: Engineering & Technology Manager
FLSA Status: Exempt
Job Summary: Plan, design, and implement aerial and underground fiber optic cable installation projects. Use independent judgement and action in identifying and planning the details of work and making technical decisions, while working cooperatively with others to ensure efficient and effective operations.
Essential Functions: Duties may include but are not limited to the following:
- Outside Plant Design & Planning: Prepare construction drawings and cost estimates for Fixed Wireless, Fiber-To-The-Home (FTTH), and fiber backhaul projects. Import shape files, create fiber strand maps that include terminals, splices, splitter cabinets, and fiber placement & sizing. Use GIS and CAD tools for design map creation and updating. Monitor system performance and prioritize system improvements to ensure sufficient capacity to meet expected traffic.
- Communications System Design & Deployment: Oversee communications network to provide reliable, responsive, and cost-effective communications services. Negotiate contracts with suppliers and coordinate initial installation and maintenance of telecommunications systems including fiber optic and wireless systems. Keep abreast of new system designs and technologies to provide quality, efficient service to members.
- Communications Field Work: Design and develop new service orders, including working with members to address specific needs. May perform underground utility locates and update system maps. Coordinate with HR Co-op’s Operations department for crew availability and to ensure project requirements are met.
- Fiber Splicing: Install, maintain, & repair fiber optic cable.
- Member Service: Respond to member requests including availability and cost of installation of new or upgraded fiber or wireless internet service. Provide troubleshooting and technical support.
- Program Management: Manage competing priorities and resources. Demonstrate a commitment to teamwork by assisting co-workers with other duties, as needed. Assist in long-term planning and serve as the point of contact for contractors.

Job Related Qualifications
Applicants must have the following education and experience to be considered:
- Four years’ experience designing and overseeing broadband project deployments.
- An understanding of fiber optic and fixed wireless system principles and best practices, including knowledge of core, distribution, and access layer designs and topologies.
- Experience working with customers to design services, and with contractors.
- Thorough knowledge of standard network concepts such as PON, ethernet, routing, and switching, along with their best practices and applications.
- Competent use of Microsoft Windows, Microsoft Office, and mapping, network management, and software applications.
- Technical support experience troubleshooting internet services.
- Experience installing cable, conduit, or fiber optic runs.
- Valid Oregon driver’s license.
- High school diploma or GED.
Preference may be given to applicants who have the following:
- Degree in computer science, IT, networking, or related discipline.
- Experience using GIS/CAD to update maps and create staking designs.
- Experience operating power tools, doing basic construction, and installing fixed wireless and fiber internet services.
- Familiarity with best network security practices.
- Configuring and troubleshooting circuits on an internet service provider network.
- Knowledge of routing protocols such as BGP and OSPF.
- Experience evaluating network vendor products, technologies, and contracts.
- The ability to speak fluently and write in both English and Spanish.
Job Type: Full-time
Pay: $90,000.00 - $120,000.00 per year
