Job Description Summary:
As a key part of the City of Boulder’s Enterprise Data Team, this individual will support analytic, application and reporting data workflows and shape design and strategy for enterprise database systems. As an expert in standards for maintenance, operations, programming, and security in both on-premises cloud data environments, the individual will take ownership of enterprise data warehousing implementation. As a foundational member of the Enterprise Data Team, they will have the opportunity to shape the direction of data architecture strategy, data governance, data science and data training for the City. The ideal candidate can deliver high-quality work across multiple complex and high-profile projects; our current pipeline includes work on citywide equity initiatives, smart cities projects and public safety transformation. The ideal candidate will have a high degree of independent planning and accountability, as well as experience in project coordination, stakeholder management and robust documentation of decisions and processes.
Job Description:
Essential Duties & Responsibilities:
DATA ENGINEERING: Lead database and data flow design and implementation. This includes, but is not limited to, responsibility for:
- Determination of the database architecture
- Design or design review of database objects and user security access
- Design or design review of data model diagrams
- Designing and Developing ETL pipelines
- SQL performance troubleshooting
- Documents ERDs for RDBMS databases
- Creating or providing access to development and test databases
- Deploying database objects to production databases
ENTERPRISE INTEGRATION AND ARCHITECTURE: Aimed to improve data management, data integration, and application integration functionality. Including but not limited to the following:
- Advocates for application integrations to maximize city operations' efficiency and effectiveness and reduce the reliance on non-specialized and/or supplemental applications.
- Documents requirements, evaluates and presents recommendations for integration solutions.
- In conformance with city technical architecture standards and plans, develops and makes recommendations about applications solutions.
- Under the functional guidance of internal business analysts, provide BA service to City departments. Requested tasks may include studying information flows and business processes to streamline business processes, expand software and data integration and simplify application architecture among multiple business areas in the organization.
DATABASE ADMINISTRATION: Provides expert advice to the DBA team, including hands-on support, on the installation, monitoring, troubleshooting, backup, policy development and policy compliance.
- Expert-level T-SQL or PL-SQL including stored procedure development; automation development through use of Powershell scripts, SQLServer Management Studio, T-SQL, PL/SQL, and other system monitoring and management methods.
- A proven and demonstrated proficiency in support of enterprise level database platforms.
- Ability to work and guide development teams related to database design and architecture, application tuning and data modeling.
- Demonstratable verbal and written communication skills, including presentation skills.
- Ability to communicate effectively to all levels of an organization, including soliciting information and translating business needs into technical solutions.
- Experience in organizing projects, work plans, and communicating with management, coworkers, and system users.
- Ability to organize and prioritize work under general supervision.
Preferred Qualifications:
- Experience in a governmental, non-profit, or educational entity.
- Experience in working with data stored in cloud-hosted (SaaS) systems.
- Experience in developing and maintaining Azure data warehouse infrastructure
- Experience in the development of SQL Server Reporting Services (SSRS).
- Thorough understanding of backup and recovery strategies, technologies, and processes.
- Strong troubleshooting /performance tuning skills, advanced Powershell or Linux scripting.
- Ability to diagnose problems and resolve issues across various tiers (application, network, database, server or storage tiers).
- Ability to mentor and train DBAs and other members of the data team.
Additional Job Description:
Required Education & Experience:
- Bachelor’s Degree in computer science, business, or related field or equivalent experience
- Minimum of 6 years progressively responsible experience as a professional Database Administrator on SQL Server, Oracle and/or MySQL.

- A proven track record of working in a remote environment
- Acceptable background check, including criminal history
- Successful completion of Criminal Justice Information Systems (CJIS) certification
- Out of hours work where required on business-critical systems.
