Qualifications:
· One to three years of progressively responsible application of engineering principles and practices of engineering or similar technical field. EIT preferred.
· B.S. degree in Civil Engineering, Water Resource Engineering, Environmental Engineering or similar discipline required.
Knowledge
· Water treatment, transmission and Distribution systems construction operations, and maintenance procedures;
· Sanitary sewer treatment, transmission and collection systems construction and rehabilitation techniques including cleaning, maintenance, and inspection methods;
· Various water and wastewater systems, processes and facility operations
· State, Federal, and local regulations pertaining to water and wastewater appurtenances;
· Policies, regulations, and specifications typically employed in the water and wastewater industry;
Skills
· Proficient with AutoCAD Civil 3D, Microsoft Office and other software programs commonly used in the engineering profession
· Coordinate projects with other departments and personnel;
· Plan, schedule, and manage projects;
· Prepare and deliver presentations.
· Use of computers and a variety of related software applications;
· Communicate and apply interpersonal skills when interacting with coworkers, District Manager, Board members, the general public, etc.
· Understand and follow safety policy requirements;
· Assist customers with questions and concerns, mostly on a technical basis;
· Identify, evaluate, and analyze issues/problems and offer creative solutions;
Typical Responsibilities:
· Coordinate with the District Management on the status of District projects and subdivision updates;
· Perform water distribution and collection systems hydraulic modeling; maintain the Districts water distribution system and wastewater collection system hydraulic models; perform modeling analyses on proposed subdivision/development preliminary plans and assess results or impacts from new development;
· Provide recommendations/alterations to proposed water and sewer systems for subdivision development and internal District projects;
· Produce design specifications and details for internal water/wastewater projects identified by the District Manager to include pipeline, wells, pump stations, and miscellaneous projects. Prepare contract documents, evaluate bid submissions and make recommendation for award of construction contracts;
· Provide project and construction management as directed;
· Review plans for conformance with District policies and standards, supplemental water service, inclusion fees, etc;
· Enforce, track, and observe/inspect subdivision construction to confirm construction in accordance with the Districts QA/QC regulations and other subdivision requirements. Provide recommendation for conditional and final acceptance of completed subdivision water and wastewater utilities;
· Assist in the long range planning process, providing input to consultants and others involved in planning processes;
· Prepare water and wastewater systems mapping updates utilizing AutoCAD Civil 3D and/or GIS software;
· Evaluate and identify projects that may reduce operating costs, effects on water use and resource efficiency, or provide other benefit to the District;
· Write, edit, and review of documents and reports;
· Provide assistance in the event of an emergency response;
· Other related duties as required to support the mission of the District
Physical Requirements:
· Position requires: standing, walking, talking, hearing, seeing, and repetitive motions;
· Required to perform light work and lifting of objects (50 lbs) often combined with bending, kneeling, and twisting while working on irregular surfaces.
