The Human Resource Manager will be responsible for overseeing and maintaining the organizational functions of the Human Resources (HR) department to include leaves, workers compensation and employee recognition programs.
Principal Activities:

Provides support and guidance to management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances.

Provides constructive and timely performance evaluations. Oversees the daily workflow for assigned areas.

Oversees and supervises the full cycle of agency leave and accommodations compliance under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws.

Oversees and supervises workplace employee health safety program.
-
Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law.

Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws.

Creates and/or recommends revisions to company policies to ensure compliance with federal, state, and local laws and regulations.

Ensures completion of required OSHA recordkeeping and reporting.

Provides technical and administrative support to the safety committee.

Identifies opportunities to minimize workplace injuries, accidents, and health problems.

Reviews safety training and recommends revisions, improvements, and updates.

Conducts safety inspections and audits to assess employee compliance with safety regulations.

Reviews accident and incident reports and conducts investigations.
-
Develops and administers employee appreciation and recognition programs.

Manages Employee Surveys (Culture Surveys, Pulse Surveys, Engagement Surveys, etc.)

Participates on agency committees.

Performs other duties as assigned.

Qualifications:
-
Bachelor’s degree in human resources or related field or any combination of education, training and experience that demonstrates the ability to perform the duties of the position.

A minimum of five years of demonstrated human resource management experience is required.
- SHRM-CP, SHRM-SCP, PHR or SPHR preferred.
- Thorough knowledge of all HR functions including employment-related laws and regulations and best practices.

Strong analytical, critical thinking and problem-solving skills.

Ability to prioritize tasks and delegate when appropriate.

Extensive knowledge of safety policies and applicable Occupational Safety and Health Administration (OSHA) standards.

Extensive knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws.

Proficient with Microsoft Office Suite, HRIS and talent management systems or related software.
