The Clinical Program Director is responsible for providing oversight and leadership for an OASAS 822 Outpatient Opiate Treatment Program located in Lower Manhattan maintaining a strong departmental culture that is client-centered, outcome-oriented, and dedicated to continuous quality improvement. Oversees coordination of treatment, support, and prevention services, ensuring that all regulations are met, services are properly documented and quality assurance and improvement are appropriate.
Responsibilities:
- Manage facility in compliance with mission, philosophy, and policies in compliance with regulatory standards of NYSDOH, OASAS, DEA, and accredited by CARF.
- Direct all facility operations including management of staff. Responsible for anticipating problems that might interfere with compliance; take initiative in tackling problems; investigate causes and identifies solutions
- Review all regulatory audits and implement corrective action plans that address clinic deficiencies
- Conduct supervision for 11 counselors - meeting regularly with each counselor to further the counselor's development of therapeutic competence and to ensure quality clinical care. Observe, mentor, coach, evaluate, inspire, build teams, create cohesion, resolve conflict, shape agency culture and create an atmosphere that promotes self-motivation, learning, and professional development. Ensure high-quality provision of Harm Reduction services and evidence-based practices to the client population.
- Develop treatment modalities consistent with OASAS and grant-funded regulations to ensure evidence-based, culturally competent, trauma-informed substance use disorder treatment of the highest possible quality.
- Play a role in the admission and discharge process, treatment planning, and case conferences for all clients being treated. Attend case conferences, facilitate case consultations with interdisciplinary staff and actively participate in patient treatment decisions as needed.
- Oversee monitoring of patient fees, Medicaid, and 3rd party reimbursement and program census.
- Work collaboratively with other staff to ensure an integrated service plan is in place and is supported by all staff to address the continuum of substance abuse treatment which includes: coordinating referrals, diagnostic findings, treatment interventions, and treatment plan development and review.
- Play a role in creating and implementing new and efficient systems and processes and developing policies and procedures relating to all aspects of clinic operations including personnel, patient treatment planning, corporate compliance, and quality assurance.
- Strategic Planning: Play a role in the long-term vision and direction of the treatment center to ensure that patients continue to receive excellent and highest quality care.
- Performance Improvement Plan: Play a role in creating an annual report detailing various aspects of the clinic’s performance. Set metric indicators for the next year.
- Human resources and Employee relations: Play a role in overseeing human resources and ensuring the clinic is appropriately staffed with qualified clinicians. Recruit individuals to fill vacant positions within the facility. Provide progressive discipline, up to and including suspension and termination of staff.
- Direct and approve annual staff performance evaluations, establish concrete performance objectives, provide review and feedback, and training and development opportunities.
- Ensure federal confidentiality of alcohol and drug abuse patient records (42 CFR Part 2) and HIPAA laws are appropriately followed by clinical staff. Ensure all employees are trained upon hire and annually on confidentiality laws.
- Handle patient grievances; provide timely ethics advice and guidance to staff members; Familiarity with and ensure compliance with regulatory bodies (OASAS, DOH, DEA, CARF); train employees on incident reporting and ensure incidents are appropriately documented and reported to OASAS and the Justice Center, as needed; liaison with governmental agencies (OASAS, HRA, DEA, DOH)
- Facilitate research activities. Assign focus studies, review key performance indicators such as utilization rates, retention rates, and abstinence rates.
- Works collaboratively with the administration team to oversee patient and employee satisfaction surveys, as well as patient admission and discharge decisions.
- Works collaboratively with the Medical Director to assure the optimal provision of medical services to patients, including the development and implementation of procedures in a timely manner.
- Team-builds with a diverse workforce by mediating conflicts, negotiating, setting standards for respectful interaction that are sensitive to cultural diversity, and positive feedback.
- Review accuracy and timelines of OASAS PAS and HRA-STARS system reports. Ensure staff complete documentation within 72 hours.
- Assess progress of service departments towards meeting goals and objectives; identify and address gaps between needs and service availability. Implement strategies for addressing needs.
- Participate in planning, marketing, and public relations for the facility. Foster relationships with community and network to foster a positive image of the program, encouraging referrals and service delivery. Coordinate community contacts by clinic and security staff. Maintain database of all community relations activities.
Education/Experience:
- Master’s Degree in Social Work, Mental Health, Human Services, or related field required.
- 3+ years experience in substance abuse program management, preferably with medication-assisted therapy.
- 3 years Supervisor Experience Required
- Expertise in clinical supervision and OASAS regulations is required.
Licensing and/or Certifications:
- Must be Advanced or Master level CASAC
- Must have completed the Clinical Supervision Foundations I and II
- MUST be a Qualified Health Professional (QHP)
- LCSW, LCSW-r, LMHC is a plus.
Knowledge:
- In-depth knowledge of the causes and effects of drugs, alcohol, and addiction on individuals and families.
- Understanding of crisis management and the ability to deal with life-threatening situations including the prevention of suicide.
- Understanding of addictions recovery and 12 steps.
- Knowledge of therapeutic community preferred.
- Knowledge of “forward-thinking” evidenced-based addiction practices.
- Capability in needs and risk assessment.
- Comprehension of case management and record-keeping practices.
- Demonstrated knowledge and skills related to treating those with chemical dependency and especially with co-occurring disorders
- Demonstrated competence to handle issues such as domestic violence and trauma
