Executive Director – CSB Business Support Team

The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is seeking a creative and dedicated professional to become the Executive Director of the Community Service Board (CSB) Business Support Team.
The DBHDD Community Service Board Business Support Team (BST) exists to prepare, minimize, and, if required, respond to a potential business or financial crisis impacting a community service board’s (CSB) ability to deliver services to the community. In the event of extreme business challenges, the BST may be called upon to execute and coordinate the response to address and minimize any damages.
DBHDD serves people living with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. Operating five state hospitals and providing for community-based services delivered by DBHDD’s community-based behavioral health providers, including CSBs, DBHDD is Georgia’s public safety net with a primary responsibility to serve people who are uninsured, on Medicaid, or with few resources or options.
Created in Title 37 of the Official Code of Georgia Annotated as instrumentalities of State Government, CSBs provide services for mental illness, intellectual/developmental disabilities, and/or addictive diseases; supporting people and families who have no insurance, or are on Medicaid, or have limited resources. Through Title 37, DBHDD has certain oversight responsibilities related to the state’s 22 CSBs with specific direction to:
- Partner with the Georgia Association of Community Service Boards and, where appropriate, to develop objectives, identify challenges and opportunities, and to develop strategies to achieve the DBHDD vision of “Easy access to high quality services.”
- Provide resources, technical assistance, and expertise to the CSBs where needed and practicable.
- Exercise adequate oversight of the network of CSBs to ensure that the provisions of Title 37 are met in compliance with the statutory obligations of DBHDD and the individual CSBs. DBHDD will conduct random reviews, evaluations, interviews, site-visits, and examinations as necessary to determine general statutory compliance.
The BST acts as a vital safety net for CSBs. They are a team of specialists who identify and address potential problems that could threaten the stability of a CSB. Key functions include:
- Early Warning System: The BST acts as a lookout, identifying any potential risks or concerns that could snowball into bigger problems for a CSB. This proactive approach allows them to intervene before a crisis unfolds.
- Risk Assessment: Once a potential risk is identified, the BST doesn't just sound the alarm. They analyze the situation, assess the severity of the potential crisis, and determine how it might impact the CSB.
- Action Plan Architects: The BST crafts a clear action plan to address the identified business risk. This plan outlines the specific steps needed to mitigate the problem and ensure the CSB's smooth operation.
- Communication Champions: The BST takes on the responsibility of communicating the action plan to all relevant parties, including DBHDD leadership, the CSB Board, and the CSB employees themselves. This transparency ensures everyone is on the same page and working towards the same goal.
- Prevention Powerhouse: The BST doesn't just address immediate threats. They take a future- oriented approach by developing a prevention plan. This plan aims to identify and address any underlying issues that might have contributed to the business crisis, minimizing the chances of a similar event happening again.
The Executive Director of the BST serves as the team’s designated leader responsible for the overall management of team operations, crisis response preparations, and directly facilitating the CSB’s onsite continuation of business operations when necessary. Key functions include:
- Team Leadership: The Executive Director provides direction and guidance to the BST members, ensuring their expertise is utilized efficiently. They delegate tasks, foster collaboration, and keep the team aligned towards achieving the BST's mission.
- Crisis Response Architect: Beyond preparing action plans, the Executive Director plays a key role in overall crisis response preparations. This might involve developing protocols, conducting training exercises, and ensuring the BST is always ready to spring into action.
- Onsite Champion: In the unfortunate event of a crisis requiring immediate intervention, the Executive Director takes the lead by directly facilitating the CSB's onsite continuation of business operations. This could involve:
o Assessing the situation and prioritizing critical tasks.
o Implementing the pre-determined action plans and adjusting as needed.
o Ensuring essential services are maintained with minimal disruption.
o Providing support and guidance to CSB personnel during a stressful time.
The Executive Director's ability to lead, plan, and act decisively is crucial for the BST's success. They are the driving force behind the team's proactive approach and ensure the CSBs have the support they need.
Desired Minimum Qualifications
Candidates may emerge from nonprofit, foundation, government, or industry backgrounds and should possess:
Education:
- The minimum education required for this position is graduation from an accredited college or university with a graduate degree in business, public administration, health-care administration, or another human-services related field.
Experience:
- A minimum of five years’ experience of executive leadership in private industry, government, foundation, behavioral health, or healthcare organization.
- A minimum of five years of experience reporting directly to a board of directors or other related governing body structure that has policy, operational, and fiduciary authority and responsibilities or experience reporting directly to the person who reports to the board or governing body.
- Some general experience and knowledge of mental health, intellectual/developmental disabilities, substance use disorder, co-occurring disorders and conditions, treatment approaches, and research trends. Including interventions for mental health and substance use disorders, healthcare access, social determinants of health, and policy evaluations.
- Experience with different functions of a business such as marketing, public relations, human resources, and financial management.
- Some experience implementing high performance organizational leadership approaches.
- Proven experience executing organizational growth and leading a successful business, nonprofit, or related entity.
- Experience creating and establishing clear, measurable business goals.

- Ability to communicate persuasively and concisely, orally, in writing, and electronically, with a broad range of individuals, groups, and organizations and develop and maintain collaborative and supportive relationships.
- Skill in formulating policies, developing, and administering budgets, negotiating and administering contracts, formulating program plans with goals and objectives, preparing and
presenting reports and budget requests, and conducting effective community and public relations is required.
- Ability to engage in logical, analytical, and rational thinking and use automated data and information to make decisions.
- Ability to work independently, set and achieve realistic goals, solve problems creatively, and mediate disputes effectively; and respond to changing circumstances, manage organizational and financial risk, and adapt during periods of transition and uncertainty.

- This is a full-time position based out of our Central Office located in Atlanta, Georgia.
- This position is hybrid and does not require residency in Atlanta; however, candidates must be able to travel regularly within the state of Georgia and to Central Office as needed.
