General Position Description
The case manager supervisor supervises all case managers, ensuring strict compliance in these areas is met. They ensure that clients and foster homes receive proper care and service from the case manager to whom they are assigned. Provide on-call supervisory crisis intervention to case managers that are on call on a 24-hour basis, alternating monthly coverage with other supervisors within the organization. Create an atmosphere of enthusiasm and energetic commitment. Serve as a role model in carrying out the mission, following the principles, and reflecting the values of The Sanctuary Foster Care Services. The position also requires the oversight of charts, policies, and program training, as well as fostering home compliance to ensure that best practices are in place and constantly being utilized. This position requires experience with Child Placing Agency operations, policies, and procedures and knowledge of current DFPS Minimum Standards regulations.
Performance Requirements
Specifically Responsible For:
1. Communicate with the Quality Assurance Director, and Branch Manager regarding all investigations, random samplings, and other hot spots regarding compliance.
2. Assign caseloads to case managers.
3. Review reports for case management, including monthly reports, service plans, incident reports, etc.
4. Complete monthly Home List spreadsheet for Finance Director.
5. Issue official warnings and Corrective Action Plans to families and case managers as needed.
6. Assist in problem-solving for families, children, and case managers, and communicate effectively between departments.
7. Work with Senior clinicians to effectively manage hot spots with children and homes within the branch.
8. Complete case manager performance review as required.
9. Monitor the Case Manager on-call rotation schedule.
10. Approve and deny PTO/ scheduling requests.
11. Meet with the Quality Assurance Supervisor and any necessary people to discuss the status of home and child audits.
12. Cultivate and maintain overall positive health cooperation and teamwork within the case management department by encouraging, assisting, and supporting case managers individually and as a group.
13. Working alongside the quality assurance supervisor and quality assurance manager, review and ensure agency and state deadlines are met.
14. Ensure weekly numbers are sent to the Branch Manager.
15. Lead case manager meetings and case manager workshops as needed.
16. Participate in Supervisor on-call rotations.
17. Attend supervisory home visits.
18. Produce leadership training alongside the Director of Training and seek continual growth.
19. Work with HR in the hiring process for the case management department.
20. Be informed of the status of children and homes and their documentation including compliance dates.
21. Attend Agency meetings as needed.
22. Other duties as assigned.
Typical Physical Demands
Individuals must have good physical and mental health. Sit, standing, walking, turning, driving, stooping, bending, lifting, and carrying are required to assist with everyday programmatic and operational concerns. Must be able to use both hands with dexterity, see well enough to read reports, monitor children/youth, drive a vehicle, and observe discrete behaviors. Must be able to work effectively and independently in a fast-paced environment with others. Must carry a valid driver’s license.
Special Demands
Possess the ability to make responsible, sound recommendations and decisions under the Branch Manager's direction and supervision. Possess the ability to make responsible, sound decisions in times of emergency situations and accept responsibility in their absence. Must become familiar with, understand, and uphold all confidentiality and abuse reporting requirements dictated by law. Must represent The Sanctuary Foster Care Services, clients, and family members with the highest degree of integrity, professionalism, and honesty.
Qualifications
Must have/be: 1) Minimum of a Bachelor’s degree from an accredited university in psychology, social work, health education, or a related human services field, and three years’ experience working with youth and families; 2) at least 21 years of age; 3) a mature and responsible adult capable of acting in a role model capacity; 4) capable of making a long-term commitment to caring for children; 5) a love for children/youth and enjoy working with them; 6) a valid driver’s license with a good driving record; 7) a Concern for children/youth in need and a strong desire to actively assist with our mission and philosophy; 8) an ability to implement all phases of The Sanctuary Foster Care Services’ model 9) an ability to work flexible hours and effectively manage multiple assignments. Direct and relevant experience in child welfare services is preferred. Must be able and willing to comply with all state, federal, and local regulations. 10) Has or is willing to obtain CPMS qualifications. 11) Has or is willing to obtain LCPAA qualifications. 12) Previous supervisory experience required. 13) Has a working knowledge of the Texas foster care system.
Job Knowledge
Must understand (or can learn) the needs of children in foster care and those with emotional/behavioral difficulties. Knowledge of the broad field of child welfare and the overall needs of children and their families is preferable. The position requires a working knowledge of operational policies, procedures, standards, rules, and regulations governing confidentiality, operations, and protocol. Must possess demonstrable qualities that enable effective interaction with children in foster care (such as the capacity to give and receive affection, sensitivity, emotional maturity, ability to deal with frustration and conflict, and a sense of humor).

The Case Manager Supervisor will deal directly with confidential material. It will be their responsibility to maintain the confidentiality of such material in the strictest manner. Any violations of the confidentiality of records or information can result in immediate dismissal for cause.
