SCOPE: This position is responsible for processing the initial certification of applicants for the Housing Choice Voucher Housing Program and verifying eligibility for continued occupancy.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.
- Interview residents and applicants to obtain and verify all income and family composition to establish initial and continued eligibility of applicants and residents to participate in the Housing Choice Voucher Programs.
- Process reported changes on the system and/or add a new client to the system. This includes entering data on the CCS system to the preliminary display, update, family, asset, income, contract, unit, and note screens.
- Calculate monthly payment for rent and utilities.
- Generate appointment letters from the CCS system. Reminder letters, termination letters, and release owners check notifications are mailed prior to the scheduled appointment date.
- Develop relationships with applicants and property owners. Follow up with the client and landlord to gather necessary forms and/or status of units.
- Assist with briefing session. Performs a re-briefing if the client does not understand and/or needs clarity concerning the Housing Choice Voucher programs. Update the system, Answer questions, estimate the Housing Choice Voucher payment, and explain the tenants’ percentage limit.
- Schedule inspections and respond to tenant complaints in regard to conditions of units.
- Answer a series of phone calls. Assists clients, new applicants and landlords on the telephone.
- Perform additional duties as assigned.
- Knowledge of PC-based software applications (Microsoft Word, Excel and Microsoft Outlook)

At least two (2) years of college level courses in Business Math, Social Work, Community Relations, Finance, Accounting, Communication or equivalent experience.

At least two (2) years’ work experience in public contact work involving interviewing, collecting, organizing, analyzing and interpreting complex data; or equivalent.

All candidates must be able to demonstrate strong oral and written communication skills and strong interpersonal relations skills.

Must be proficient in basic business math (addition, subtraction, multiplication, division and calculation of fractions and percentages).

- Excellent customer services skills and the ability to work in a fast-paced environment.

Must enjoy working with numbers and have the ability to frequently memorized data.

Knowledge of HUD regulations and advanced business math.

The incumbent must possess a housing specialist certification within 12 months of employment with CMHA as a HCV/Section 8 Housing Specialist. Incumbent must also take and pass all additional certification training and certifications offered during the course of employment in this position.
OTHER: The incumbent must possess and maintain a valid driver's license in state of residence and maintain an insurable driving record under the terms and conditions of the CMHA auto liability policy. The incumbent may have no more than 6 accumulated points in 3 consecutive years.
