Position Summary:
Executes and administers complex construction or services contracts to include Request for Proposal (RFP), Request for Qualification (RFQ), Invitation to Bid (ITB), and all related documentation. Prepares and completes all the actions necessary for a major procurement.
UTHealth Houston Supply Chain is hiring a Purchasing Contract Administrator to join their team of professionals. Located at Operations Center Building OCB @ 1851 Crosspoint Avenue.
Schedule: Hybrid, Monday – Friday, days
Position Key Accountabilities:
1. Publishes requested documents required to fulfill daily demands of contract documentation in a timely manner.
2. Monitors daily activities regarding contractor performance of scope of work
3. Communicates progress status on a daily basis to keep contract representatives informed.
4. Validates and routes invoices appropriately, with proper documentation to justify payments.
5. May assist in development of scope of work, evaluation methodologies, price proposal structures and all aspects of contract formulation.
6. Processes and properly handles all incoming documentation concerning contract performance and/or function.
7. Ensures that all contract actions are completed according to state and federal requirements.
8. Documents contractual events properly.
9. Recognizes the appropriate contract types for a given purchasing situation.
10. Other duties as assigned.
Certification/Skills:
Certified Professional Public Buyer (CPPB), or, Certified Purchasing Manager (CPM), or, Certified Texas Purchaser (CTP), or, Certified Texas Procurement Manager (CTPM), or, Successful completion of any of the above certifications within 18 months of hire. Effective communication and organizational skills. General knowledge of purchasing concepts and principles for complex contracts is required. Familiarity in project management preferred.
Minimum Education:
Bachelor’s degree in Purchasing, Business, related field, or equivalent experience.
Minimum Experience:
Three years experience in a major purchasing environment working with complex, long-term services and construction contracts to include public sector contracting experience. Experience with Negotiations, Requests for Proposal, and Evaluation of Requests for Proposal, Invitations to Bid, Bonding and Insurance, and all contract types. One year at UTHSC- Houston or other state institution of higher learning preferred.
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
