The Los Angeles County Employees Retirement Association (LACERA) is seeking an Information Technology Specialist I — Pension Administration Architect to provide technical direction and strategic vision for the pension administration system and lead the ongoing migration of legacy systems and optimization of cloud hosted solutions. THE JOB / THE IDEAL CANDIDATE
The Information Technology Specialist I — Pension Administration Architect will report to the Business Solutions IT Manager II, as a technical lead and may supervise in the future as the organization evolves. This role offers the exciting opportunity to lead LACERA’s pension administration system design, development and optimization to enhance efficiency and functionality, including the integration and development of enterprise applications, and implementation strategic business and technical objectives supporting member experience and user experience. The Pension Administration Architect will continue the migration of legacy systems to modern, cloud-based infrastructures, provide direction for enterprise content management, and ensure that all design solutions align with the broader strategic vision of LACERA. They will drive forward the organization’s IT evolution, which includes optimizing current systems and potentially moving further into Infrastructure as a Service (IaaS).
The ideal candidate for this position is experienced in directing solutions architecture for systems with 200+ end users, preferably in a public agency or high compliance industry, and most desirably in a membership-based organization. They will have prior experience with cloud-based services, relational databases such as SQL and DB2, and knowledge of programming languages like Java and COBOL. Strategic vision and creative problem solving are critical for success in this role, as the Pension Administration Architect will decide on long-term solutions and set technical direction. The successful candidate will also be highly communicative and emotionally intelligent, with the ability to lead persuasively and collaboratively. Employment Standards - Minimum Qualifications
- SELECTION REQUIREMENTS (Specialty) Two (2) years of experience, within the last three (3) years, at the level of Data Systems Coordinator, LACERA*, or Data Systems Supervisor I, LACERA**, performing highly specialized and complex information systems analysis and design tasks. These include acting as a technical consultant or specialist in enterprise application development***, providing leadership and overall project management for systems development projects.
SPECIAL REQUIREMENT INFORMATION:
*Experience at the level of Data Systems Coordinator, LACERA, must include acting as coordinator and participates in the work involved in an information and work processing systems program or a complex systems project, or reviews and evaluates the design and utilization of a variety of systems. This is the lead level.
**Experience at the level of Data Systems Supervisor I, LACERA, must include acting as supervisor to a small staff of analysts engaged in the analysis, design, and implementation of manual and electronic information and work processing systems, or coordinates the systems program.
***Experience as a technical consultant or specialist in enterprise application development includes providing expertise inapplication development and design, database management, development of online data entry and data inquiry capability, and defining techniques to be used for backup, restart, recovery, data security, file structuring, and optimum processing techniques.
- A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
SALARY AND BENEFITS
An annual salary of $137,412 - $180,240 DOE/DOQ, plus a generous benefits package.
Candidates will have the opportunity for a hybrid work schedule, with a requirement to be onsite 25% of the time.
