GENERAL STATEMENT OF JOB
This position reports to the Parish Administrator and performs professional-level engineering work of considerable difficulty involving project management and engineering duties for planning, design, bidding, construction, operation, and maintenance projects for the Beauregard Parish Police Jury.
RESPONSIBILITIES ARE BUT NOT LIMITED TO:
1. Provide technical advice and recommendations.
2. Advise the Road Superintendent on day-to-day operations.
3. Prepare and assist in execution of plans and contracts for construction projects.
4. Monitor active police jury construction projects.
5. Prepare construction cost estimates.
6. Prepare and maintain engineering standards for construction.
7. Administer the Off-System Bridge program.
- a. Maintain files on all bridges
- b. Perform interim inspections or supervise the Road Superintendent in doing so.
- c. Work with LA DOTD engineering on all new construction in progress.
- d. Obtain necessary rights-of-way for new projects.
- e. Select bridges to be added to program every other year.
- f. Take necessary action when bridges are closed during inspections.
- g. Obtain necessary permits.
8. Obtain LaDOTD Permits as necessary to perform parish work required in LaDOTD ROW
9. Prepare documents with regard to polling place changes.
10. Handle documents with regard to the election process.
- a. Maintain maps and written descriptions of voting precincts, special districts, etc.
- b. Periodically furnish update information to the Census bureau.
- c. Reapportionment.
- d. Any other information required by the state in this regard.
11. Prepare an annual Capital Outlay budget.
12. Furnish information from courthouse records – land ownership, available rights-of-way, historical data, etc.
13. Consult with Secretary/Treasurer on budgets and accounting procedures.
14. Advise and consult with citizens on various problems they may have.
15. Attend seminars to keep up new construction practices and procedures in dealing with state or federal agencies.
16. Prepare various resolutions and review new ordinances for impacts to the parish.
17. Monitor the need for tax renewal elections.
18. Follow the property tax process and analyze how changes will affect the police jury.
19. Prepare specialized maps for various projects.
20. Subdivision plat review
QUALIFICATIONS:
1. Civil Engineering Degree from accredited college in Engineering
2. Active Licensure as a Professional Engineer in Civil Engineering with the Louisiana Professional Engineering and Land Surveying Board (LAPELS)
3. Computer literate in accounting procedures and experience in management of budgets.
