Overview:
Conduct a targeted assessment of the hiring and retention of staff for the human drug review program. The contractor will assess the factors that contribute to HR successes and challenges, including factors outside of FDA’s control. The assessment will build upon the findings of previous evaluations conducted under PDUFA VI with a focus on the changes and adjustments that have improved FDA’s hiring and retention outcomes and which challenges remain. In addition to evaluating the outcomes of various hiring process changes, the assessment will include metrics related to recruiting and retention in the human drug review program, including, but not limited to, specific targeted scientific disciplines, attrition, and utilization of pay authorities. The report will include the contractor’s findings and recommendations on further enhancements to hiring and retention of staff for the human drug review program, if warranted.
Responsibilities:
- Serve as subject matter expert in federal human capital management and organizational development including recruiting, hiring, pre-employment onboarding, and retention of hires and factors related to HC/HR successes and challenges.
- HC/HR Consulting experience and ability to make actionable recommendations on further enhancements to the FDA’s hiring and retention practices for the human drug reviewing program.
- Have direct experience performing assessments of existing federal human capital organizations.
- Have experience creating plans to conduct HC/HR organizational assessments.
- Have experience and ability to draft HC/HR documentation for and present information succinctly and coherently to executive leadership.
- Experience conducting interviews and leading focus groups.
- Benchmarking experience of a federal agency or similar.
- Familiarity with Federal HR data sets and systems.
- Have capability to aggregate disparate HC/HR information gathered from client organization and effectively categorize, summarize and conceptualize that content.
- Exemplary organization, presentation, and communication skills.
- Exemplary writing and editing skills, and experience creating large final assessment summary reports.
Qualifications:
- Bachelor of Arts (BA), Masters (MA) preferred in Human Capital Management, Organizational Development, or similar.
- 7+ years in Federal HC/HR sector, or similar contracting experience.

Pay: $90,463.34 - $108,945.10 per year
