Experienced Right of Way Agents Needed!
Are you a skilled professional with a background in right-of-way disciplines? We are looking for dedicated Right of Way Agents to join our dynamic team. Under the direction of the Manager/Supervisor, the right-of-way agents will utilize their expertise in title, permitting, acquisition, and documentation to support our projects.
Job Summary:
The right-of-way agent (Agent) plays a crucial role in our operations by possessing a comprehensive understanding of right-of-way disciplines. The Right of Way Agent (Agent), under the direction of the Manager/Supervisor, possesses a working knowledge of all right of way disciplines; title, permitting, acquisition, and documentation. The Agent is knowledgeable about property valuation, survey drawings, legal descriptions, and alignment sheets. The Agent also has a working knowledge of the legal documents required for a right-of-way acquisition project and has a proven ability to accurately complete right-of-way transactions. The Agent can work with low supervision but receives assignments and direction from a supervisor/manager. A ROW Agent possesses 2-3 years of relevant experience. Other factors such as education, IRWA training, other work experience, and licenses or accreditations may be taken into account in determining the qualification being met. They will review and understand title reports, vesting types, appraisal standards, basic offer package requirements, negotiation strategies, the Uniform Relocation Act (URA), as amended, California Code of Regulations, Title 25 Housing and Community Development, and relocation processes and procedures.
Essential Functions:
- Locate property ownership by searching public and private records as needed.
- Meet with landowners, their representatives, and government agencies to explain project purposes and negotiate land rights acquisition.
- Prepare land cost estimates for client projects.
- Prepare applications for permits from federal, state, and local governmental and quasi-governmental agencies for rights of way.
- Interpret title reports to identify encumbrances affecting easement acquisitions and prepare release forms to satisfy closing requirements.
- Review appraisal reports and prepare offer letters for property rights acquisition (fee, easement, temporary); prepare purchase and sale agreements and recording instruments.
- Analyze and review land surveys, engineering drawings, and environmental reports to interpret project impacts.
- Deliver offer packages to property owners, explain documents, answer questions, and obtain signed agreements.
- Convey property owner issues and counter-offers to clients concisely, both verbally and in writing.
- Prepare condemnation packages.
- Maintain project databases with property information, status reports, negotiation status, payments, damages, and restoration.
- Adhere to schedules and budgets for acquisition projects.
- Maintain positive working relationships with co-workers and clients.
- Represent the company professionally and competently.
- Develop rapport and trust with clients and property owners.
- Maintain regular and punctual attendance.
Desired Education and Qualifications:
- Minimum of 2-3 years of right-of-way acquisition experience; more preferred.
- Four (4) year college degree preferred.
- IRWA credentials preferred.
- Real Estate license (CA) required.
- Notary Public License preferred.
- Valid Driver's License required.
- Self-starter regarding personal career growth preferred.
- Previous work experience in a professional or consulting environment is strongly preferred.
- Excellent communication skills with the public, clients, project team, and outside contractors.
- Ability to interpret engineering drawings, land surveys, and legal descriptions.
- Basic understanding of eminent domain real estate appraisals.
- 2+ years of experience acquiring property in compliance with state and federal regulations including the Uniform Act, required.
- Must be able to commute to the service area (Orange County).
- Proficiency with Microsoft Office Suite and professional business writing.
