Job Summary
Under the direct supervision of the Recreation Superintendent, the position performs a variety of administrative duties in both the office and at onsite recreation programs. Recreation programs may require attendance at programs during the evening and/or weekend. Responsible for the planning, implementation, coordination, staffing, supervision and other tasks in relation to providing recreation programs to the community. The Recreation Department currently offers over 250 recreation programs per year serving approximately 6000 registered individual participants.
Work Schedule Year-Round Position (28.0 hours per week - no remote option)
Monday & Tuesday: 8:00am to 4:15pm; Wednesday: 8:00a.m. to 5:00p.m., Thursday: Off; Friday: 8:00a.m. to Noon
Hourly Pay Rate: Grade 8 SEIU 888 Pay range of $25.66 - $34.13 (8 steps) effective July 1st

Essential Functions

Assists with the overall administrative function of the Recreation Department, including the daily operation of the Recreation Department Office.
- Assists Recreation Superintendent in the planning, coordinating, and implementation of recreation programs, field trips, community-wide special events and activities. Duties include facility scheduling, staffing, promotion and data input into CivicRec software.
- Assists in the development of policies, systems and procedures to support program objectives and departmental goals
- Observes and evaluates recreation programs and submits summaries. Composes administrative and program reports.
- Assists Recreation Superintendent with recruitment, interviewing and hiring of year-round and seasonal, staff, volunteers and independent contractors.
- Obtains Recreation Agreements, W-9’s and Certificates of Insurance (COI) from any contracted vendor/service to ensure adequate workers’ compensation, general liability otherinsurance and IRS requirements.
- Remains up to date on all recreation policies, safety procedures, and knowledge of first aid practices to ensure the health, safety and well-being of all program participants.
- Maintains high public visibility as part of the overall public relations programs. Composes, prepares and distributes printed and electronic seasonal brochures and newsletters. Encourages cooperative planning with local community agencies.
- In the absence of the Recreation Superintendent, Incumbent is accountable and responsible for the operation of the department’s office, programs and facilities.
- Administers in-person and online program registrations and registration changes. Tracks online participant registrations for Norwell Recreation programs.
- Prepares participant rosters. Communicates registration and program changes, including cancellations, to instructors and the School Department. Oversees the timely receipt of parent/guardian waivers for applicable programs. Performs other administrative support functions and tasks requested by the Recreation Superintendent to support the department.
- Processes department deposits. Assists with maintenance of financial records. Collects revenues (monies collected from fees for recreation programs). Processes turnover reports and monies to Treasurer/Collector’s department as required by department turnover procedures.
- Assists with compilation of weekly payroll and payment vouchers.
- Provides program supervision on field trips, after-school and vacation programs, special events and early release day activities.
- Collaborates and communicates as a Recreation Department representative with other Town Departments, Norwell Schools, Norwell Youth Sports and other Town clubs, business or organizations
- Maintains an inventory of all recreation materials, supplies and equipment.
- Reports, as required under MGL 51A for a Program Supervisor, any cases of suspected child abuse/neglect to the Massachusetts Department of Child Services.
- Utilizes current recreation software, facility scheduling software, and MS Officecomputer software programs for all departmental records, news releases, brochure designs, registrations, and correspondence. Uses other software as needed to achieve goals of special projects.
- Operates office technology including computers, printers, answering/fax/copy machines, calculator, etc.
- Organizes and updates both computer, online and physical filing systems as required.
- Responds to administrative and program inquiries by telephone and E-mail.
- Provides general information to the public in a courteous and professional manner. Responds with a sense of urgency to all inquiries, questions, and complaints. Refers all non-standard requests and questions to Recreation Superintendent.
- Provides excellent internal and external customer service and projects a positive image of self, the Norwell Recreation Department and the Town of Norwell.
- Position requires reliable and consistent attendance when working at the office, at community events or overseeing off-site programs. Weekly work schedule, as determined by the Recreation Director, includes days in the office and evenings/weekends as needed to effectively coordinate, oversee and instruct recreation programs.
- Attends and participates in Massachusetts Recreation & Parks Association trainings, workshops and conferences.
- Evaluates recreation programs and policies on an ongoing basis; recommends process improvement strategies; identifies ways to solve problems and assists Recreation Superintendent in their implementation.
- Assists in the creation and implementation of department communications and marketing strategies.
Education, Training & Experience
- Associate's degree or higher with courses in recreation, leisure studies, physical education, or business administration.
- Four (4) or more years of experience in a recreation related field or any equivalent combination of education and experience.
Licenses & Certifications
· Must possess and maintain a valid Massachusetts driver’s license with safe driving history. Position may require the ability to drive to and from Town buildings, fields and any designated recreation sites.
· Certifications in First Aid and Cardiopulmonary Resuscitation (C.P.R.).
· Certified Park and Recreation Professional preferred.
Knowledge, Skills, and Abilities
- Knowledge that is highly specialized in the fields of recreation and leisure studies. Stays current in knowledge of national and state recreation issues and trends important to continued responsiveness to safety standards, risk management and any new developments in the field.
- Proven experience in delivering successful recreational services to the public on time and on budget.
