SeKON is seeking a AWS Windows Systems Engineer to join our talented and innovative team supporting SAMHSA. This role involves developing, maintaining, and enhancing SAMHSA’s IT infrastructure within an AWS environment, ensuring security and operational efficiency. The ideal candidate will have extensive experience with Windows systems, AWS services, and enterprise-level system engineering.

RESPONSIBILITIES:
- System Requirements and Design:
- Develop detailed system requirements and design documentation, including use cases, object models, data models, and XML schemas.
- Evaluate new and existing software packages for potential integration.
- System Development and Testing:
- Assist in developing test plans, test cases, and automated testing procedures for applications.
- Perform comprehensive systems programming, addressing sophisticated file maintenance routines, telecommunications networks, computer accounting, and advanced mathematical/scientific software packages.
- System Engineering and Administration:
- Design, implement, and administer Windows server systems, ensuring high availability and reliability.
- Analyze system failures and develop strategies to minimize outages and interruptions.
- AWS Environment Management:
- Utilize AWS services such as SQS, S3, API Gateway, and SNS to support SAMHSA’s infrastructure.
- Implement and manage cloud services, ensuring compliance with relevant security and performance standards (e.g., FedRAMP, FISMA, FITARA).
- Infrastructure Optimization and Support:
- Provide comprehensive IT support services, including infrastructure and operations management, security, architecture, analysis, and guidance.
- Maintain a secure computing environment, supporting both government off-the-shelf (GOTS) and commercial off-the-shelf (COTS) applications.
- Technical Leadership and Collaboration:
- Assist other systems programmers in effectively utilizing technical software and tools.
- Participate in regular project status meetings, providing updates on accomplishments, issues, risks, milestones, and project schedules.
REQUIREMENTS:
- Educational and Professional Experience:
- Associate's degree or equivalent of two years of relevant work experience.
- Minimum of 3 years of hands-on experience with application design and development for complex enterprise systems.
- Eligible for Public Trust Clearance.
- Technical Skills and Expertise:
- 3-5 years of experience with at least 2 years specialized in development languages such as Java or Visual Basic.
- Solid understanding of AWS environments and AWS Certified Solutions Architect Professional certification.
- Extensive experience with Windows systems engineering, including SAN, clustering, backup, and other enterprise applications.
- Working knowledge in automation, telecommunications, and IT networks.
- Problem-Solving and Analytical Skills:
- Excellent troubleshooting and problem-solving skills.
- Demonstrated ability to perform server systems design, implementation, and administration.
Additional Information:
- The period of performance is five years, including a twelve-month base period with four one-year options.
- Contractors will perform work at the SAMHSA Offices in Rockville, MD, with flexible teleworking arrangements as approved by the Contracting Officer’s Representative (COR).
Infrastructure and Technology:
- SAMHSA’s environment includes Windows and Linux operating systems, with systems hosted both within and outside the AWS cloud.
- Key technologies used include ManageEngine, Service Desk Plus, AD Self Service, Lucid, Nagios, GitLab, Rubrik, and various AWS Platform Tools and Services.
