Summary:
Provides consultative and federal compliance support for Section 504 and Homebound programs to ensure a continuum of support across schools, departments, and community. Responsible for support of Section 504 school-based teams, professional development of Section 504 school-based liaisons and coordinators, response to help desk operations/inquiries, and intermittent support for vacancies of school-level staff. Provides technical assistance with and support for electronic platforms utilized for recording Section 504 data. Assists with training in compliance, quality of plans, and technical platforms used for documentation. Reviews Section 504 documents for accuracy, quality, and compliance.
Essential Duties:
- Collaborates with the Section 504 Program Manager to provide technical and compliance support to schools
- Audits and monitors student documentation as maintained by schools for federal compliance mandates and reports data to federal and state agencies
- Creates and delivers professional development based on legal requirements, as well as immediate and ongoing needs
- Coordinates, processes and distributes student referrals among other CMS departments such as state testing, nursing, transportation, and related services
- Develops and supports effective processes to improve data collection and reporting
- Represents Section 504 programs at school, department, and community events and meetings
- Reviews and audits manifestation determination reviews for compliance
- Manages the school-based segment of the homebound process including collaboration with health care agencies
- Coordinates with the CMS legal department and district learning community administration on grievances/hearings, Office for Civil Rights (OCR) complaints, and school board placement hearings
- Supports technical platforms used in Section 504 programs such as Success Ed (SE504) and PowerSchool
- Provides assistance in problem solving with Section 504 teams to develop quality academic, mental health, and behavioral support
- Performs related duties as assigned
Education and Experience:
Minimum
- Master's Degree in school counseling, social work, psychology or education
- 3 years of experience in school-based work with Section 504 or Exceptional Children programs
Desirable
- 5 years of school-based experience with Section 504 or Exceptional Children programs
- Leadership in Section 504 or Exceptional Children compliance at school level
Licensing / Certification Requirements:
- NC valid license in school counseling, school social work, school psychology, or education
