Executive Director (Full-Time)
Position Description:
The Executive Director is the chief executive officer of Community Access Media (CAM), reporting to its Board of Directors. The Executive Director is responsible for administrative planning and development and for executing the plans, requests and initiatives of the board, in support of its established mission and goals, as well as providing the Board and its committees with the necessary professional leadership, advice, data, and strategies designed to support their achievement of the optimum delivery of community access services for the City of Erie and Erie County. In support of these responsibilities, the Executive Director will act as Chief of Operations, Human Resources Director, Development Officer, Comptroller, Community Relations Manager and Public Information Officer.
Full-time (35+ hours per week), exempt, salaried position.

Founded in 1997, Community Access Media’s mission is to facilitate and promote community involvement in the production and broadcasting of media that benefits our community. CAM gives people and organizations the tools they need to get their unique messages across to their intended audiences in the Erie community.

Responsibilities:
Management and Leadership: Hire and supervise all the necessary employees to achieve the established goals and objectives of the organization. Provide appropriate supervisory review, employee development, and day-to-day management of the station's full and part-time staff members. Act as senior human resources manager with regard to annual employee evaluations, salary review, discipline, counseling, dispute resolution, employee benefits fulfillment, and all other usual functions of a personnel or Human Resources Director. Actively engage and energize CAM’s volunteers, board members, project committees, alumni, partnering organizations, and funders. Develop, maintain, and support a strong board of directors; serve as ex-officio of each committee, seek and build board involvement with strategic direction. Report significant aspects of these functions to the board of directors on an as-needed basis.
Fiscal: Develop and recommend to the board the annual operating income and expense budgets. Conduct the activities of the corporation within the budgets approved annually by the board. Act as the corporation's CFO. As permitted under laws governing 501(c)3 non-profit corporations, make prudent investments of surplus and reserve funds, as directed by the board. Provide a quarterly financial summary of activities-to-date for the Treasurer of the organization. Prepare annual fiscal information, support materials, and provide these to an independent certified public accountant for the purposes of the annual audit/review. Maintain financial records, chart of accounts, and banking records according to acceptable accounting procedures in QuickBooks software. Perform the timely resolution of accounts payable activities, including biweekly payroll and monthly, quarterly and annual operating expenses. Execute the timely filing of local, state and federal tax information and make any tax or fees payments required. Supervise the day-to-day banking activities, and the receipt of donated funds and any accounts receivable payments. Provide the necessary annual fiscal reports. Maintain the corporation's non-profit, tax-exempt status, and assure through all means within the executive director's control its continued sound financial condition.
Fundraising: Expand local revenue generating and fundraising activities to support existing program operations and local community expansion. Recruit donors, create partnerships, solicit sponsorships and underwriting contracts, write and apply for grants, and develop fundraising events. Use external presence and relationships to garner new opportunities for the organization. Begin to build partnerships in new markets, establishing relationships with the funders and political and community leaders at each expansion location.
Operations: Act as Chief of Operations. Manage the provision of community access services pursuant to the corporation bylaws, the board of directors’ goals and objectives in this regard, the preferences of CAM’s constituent members and the general public, and the usual methods and procedures indicated by the community media profession in general, and specifically by the rules, procedures and policies established for the operations of Community Access Media as a "first-come, first-served, non-discriminatory community media center."
Maintain the public facilities of CAM. Supervise the acquisition, utilization, maintenance and replacement of capital assets, equipment, and supplies. Develop staffing schedules and supervise them in the implementation of day-to-day activities.
Coordinate the activities of the board of directors by establishing and maintaining regular communications with its officers and directors, providing bimonthly reports of significant activities, organizing regular bimonthly board meetings, serving as an ad hoc advisor to committees and working groups, and providing the means for board member development, including the implementation of annual planning retreats.
Community Relations: Deepen and refine all aspects of communications—from web presence to external relations with the goal of creating a stronger brand. Disseminate information to the local and regional media about the activities of CAM, and conduct public relations and outreach activities including, but not limited to, regular interface with local elected officials and opinion leaders, participation in co-ventures with local non-profits and institutions, and the development of public-private partnerships for the advancement of PEG access in the community. Act as the corporation's Public Information Officer.
Foster good relations with all local, state and federal elected officials and municipal, state and federal employees regarding their oversight and regulation of community television and public access, as well as their involvement as constituents and users of CAM. Through such contacts, assure that the mission and goals of CAM are carried out in a fashion consistent with the public interest, and monitor changes in legislation affecting CAM. Act as the Community Relations Manager.
Programming:Develop a strategic direction for community media content programming to the degree indicated and/or permitted by the operating rules and bylaws, and as directed by the Board, for the advancement of CAM’s mission and goals. Assist, as needed, in media production crew work for member and CAM programs. Work with the Director of Programming in the development of program schedules, which reflect the scheduling requests of member-producers, and present a coherent channel program lineup to CAM viewers.
Qualifications:
The Executive Director will be thoroughly committed to CAM’s nonprofit mission. All candidates should have proven leadership, relationship management experience. Concrete demonstrable experience and other qualifications include:
- BA or MBA in Business Administration, Accounting, Finance, or Management with at least 5 years of managerial experience; track record of effectively leading outcomes-based organization and staff; ability to point to specific examples of having operationalized strategies that have taken an organization to the next stage of growth
- Excellence in organizational management with the ability to coach staff, manage, and develop high-performance small teams, set and achieve strategic objectives, and manage a budget
- Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures
- Financial acumen, ability to balance budgets, facilitate payroll, taxes, A/P and A/R, develop project quotes, etc.
- Past success working with a board of directors with the ability to cultivate existing board member relationships
- Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills
- Ability to work effectively in collaboration with diverse groups of people
- Unwavering commitment to quality programs and data-driven program evaluation

Salary and Benefits Package: $63,000 - $68,000
