This position provides oversight for contract management activities on Fluor projects supervising development and execution of individual Fluor contracts. This role assures, compliance with all statutes, regulations, and contract terms and conditions. The position reports to project and department leadership on the health of the assigned contract(s); participate in developing contracting strategies directly reporting through an intermediate senior contract manager. The individual will review and approve contract awards with their delegated authority, generally for mid to large contracts. Work is performed in the home office and field locations for projects ranging in duration from short term to long term.

Basic Job Requirements
Minimum Qualifications - Related Education, Experience & Skills
- Accredited four (4) year degree global equivalent in applicable field of study and ten (10) years* of work-related experience or a combination of education and directly related experience equal to fourteen (14) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

- Perform contract management post-award activities through evaluating and status contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance
- Perform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations
- Review and modify Discipline Interface Matrix in accordance with project staffing and executions requirements
- Develop and maintain Project Contracts Department effort-hour budget
- Establish and prepare revised terms and conditions or Special Terms; obtain approval from Legal Services
- Perform resource survey
- Prepare/issue department/strategic business unit/functional reports
- Interface with all levels of the project team – and be able to represent and interface with all levels of internal and/or external management and corporate organization persons; conduct meetings with interfacing disciplines in the support of scope or commercial term development
- Be proactive with contractors to ensure contract compliance, generation of progress, schedules, daily and other status reports, invoices, and supporting documents in a timely manner
- Provide assistance in Prime Contract Administration as requested
- Accept and successfully complete an international assignment (from eighteen to twenty-four (18-24) months)
- Participate in the development of functional organizational talent through active informal and formal mentoring, prepare performance assessments of Contracts personnel, provide “on-project” functional and cross-functional training
- Maintain a working knowledge of the Company’s Contract Management Standards, programs and goals by planning and applying Contract Management practices and procedures as established by the Company on a project site or in an office through departmental training, Fluor University® training and the use of Fluor’s knowledge management portals and communities
- Stay current/updated with Contract Management practices and procedures; remain informed of current developments and potential changes within the Contract Management group
- Perform pre-award and post award contract management activities on mid to large size projects
- Participate in the pre-qualification of subcontractors, assessing capabilities and compliance to Fluor’s HSE, Quality, and Finance requirements
- Develop Request for Proposal (RFP) / Contract packages of varying pricing structures, coordinate technical scopes of work, issuance of RFPs to bidders, and coordination / chairing of bid explanation meetings with bidders
- Commercial and terms and conditions evaluation and negotiations
- Prepare final proposal evaluations and contract award recommendations, presenting results to the project team and/or client
- Post award contract management, including monitoring of contractor progress, interfacing with other disciplines, and ensuring commercial compliance thru contract closeout
- Utilize Fluor’s Contract Management System and SAP systems
- Develop client relationships
- Travel to attend to business related matters, as/if required
- Other duties as assigned
Preferred Qualifications
- Accredited degree or global equivalent in Business, Construction Management, or Law
- Ten (10) years of contract management, subcontract administration, and procurement experience supporting engineering and construction projects
- Experience in developing and negotiating contract terms and conditions for contracts related to services, construction, engineering, materials, and equipment installation.
- Strong understanding of contracting principles and legal terms and conditions.
- Broad understanding of the construction industry and contract language associated with engineering, procurement, fabrication, and construction/construction management (EPFC/CM).
- Experience with administering the Request for Proposal (RFP) process for contractors on heavy industrial construction projects.
- Extensive experience and knowledge in contract formation and contract administration.
- Ability/willingness for home office and/or field short term and long-term assignments
- Experience managing construction contracts on industrial project sites
- Excellent interpersonal and communication skills
- Excellent computer literacy and skills
- Good leadership and decision-making skills
Salary Range
92,500 to 162,500
