Job Description
The Manager, Regulatory Planning reflects the mission, vision, and values of NM, adheres to the organization’s Code of Ethics and Corporate Compliance Program, and complies with all relevant policies, procedures, guidelines and all other regulatory and accreditation standards.

This Manager role has responsibilities for State of Illinois Certificate of Need activities. Responsibility includes ensuring that AMC and health network certificate of activities are aligned with system priorities.

In this role, the Manager works closely with the Director, Regulatory Planning to support CON work required for NM initiatives including accurate and through completion of application and preparation for and attendance at Illinois Health Facilities and Services Board meetings.

In the role, the Manager manages external relationships with regulatory staff and external council to thoroughly understand regulatory requirements and implications for NM.

Client contacts include CEO, COO, system functions SVPs and Hospital Presidents.
This role reports to the Director, Regulatory Planning.
Responsibilities:
-
Assists Director in managing and facilitating certificate of need process across Northwestern Medicine, including all eleven hospitals, ambulatory surgery centers and medical office buildings.

Serves as internal expert on CON regulations and market developments related to CON.

Assists in creating all documents related to CON applications by collaborating with senior leaders in operations and system functions.

Manages relationship with Illinois Health Facilities and Services Board staff.

Manages relationship with external council related to CON and COE efforts.

Prepares testimony for senior leaders and physicians in the event that NM is required to testify at any public meetings.

Creates and maintains a database of all CON projects that are approved by the HFSRB.

Maintains bed report (authorized bed count) for all eleven system hospitals.

Participates in and helps facilitate group planning discussions, brainstorming sessions and other strategic planning activities with various internal clients.

Manages team to ensure consistent, high-quality deliverables.

Supports Strategy team in developing/validating clinical service line projections.
Qualifications
Required:
-
Master's degree, or bachelor’s degree plus two additional years of relevant experience.

At least five years of consulting, health care planning or business development experience.
-
Demonstrated leadership ability in communication, managing interpersonal relationships and team dynamics, conflict resolution and promoting collaborative work environment.

Intellectual flexibility should situational requirements suggest a change in strategic course.
Preferred:

Master of Business Administration (MBA) or Master of Health Administration (MHA)
-
Experience at a complex health care entity (health system, AMC)
-
Deep knowledge of NMHC preferred

Deep relationships with NMHC leadership across the system to ensure efficient alignment of CON efforts

Seasoned leader with experience managing teams and supporting senior health system leadership
