The GIS Specialist I serves as a technical resource, partnering closely with a team of project managers, developers, and consultants to determine needs and system requirements. The GIS Specialist I performs a wide range of GIS-based data management, analysis, and reporting tasks. These tasks include but are not limited to the development of map layers, map services, and configurable map-based apps. In addition to being an expert with core GIS principles and feature functionality, the GIS Specialist I has developed and can demonstrate competence with one or more specialty skills that align with industry needs, such as Esri Utility Network, Linear Referencing, Network Analysis, ArcGIS Enterprise Systems Administration, or other areas. Furthermore, the GIS Specialist I has a strong understanding of GIS as it relates to utilities (gas, electric, telecom, water, sewer, and/or stormwater).

Duties and Responsibilities
- Assist in the development of technical specifications and determines requirements for GIS-focused projects
- Serve as Technical Lead on utility focused projects related to GIS analysis, web map/app creation, and Enterprise administration
- Responsible for meeting assigned project goals and objectives, ensuring timely and accurate project completion within or below budget
- Assists in analyzing GIS needs, recommends best practices, and develops applicable workflows
- Creates and maintains (update/enhance) the programs that run client applications to satisfy specific user needs, taking full advantage of GIS platform functions and applications
- Provides application support, data development, and geospatial analysis on Esri ArcGIS platform
- Performs application integration in both GIS and general IT projects
- Participates in business development activities (e.g., creation of work plans, perform risk assessments for projects, etc.)
- Develops and presents GIS data in a coherent manner using cartographic industry standards and practices
- Gathers, compiles, migrates, and converts data sets for project needs from a variety of internal and external sources

Professional Requirements
- Bachelors Degree in Computer Science, Geography/GIS, or other closely related field of study
- 5+ years of relevant experience
- Proficiency with the Esri GIS software suite (version 10.x), including ArcMap, ArcCatalog, and various extensions
- Proficiency with Esri ArcGIS Online and ArcGIS Enterprise environments and tools used to manage, map, and publish GIS data sources and configurable applications
- Proficiency in the principles of cartography, including coordinate systems and projections, map + layer composition, and symbology creation
- Experience in managing geospatial data (geodatabase, shapefile) via editing, exporting, converting, and managing large enterprise datasets
- Foundational proficiency with Geodatabases and enterprise data management skills in Oracle and SQL Server relational DB environments
- Understanding of GPS technology and incorporating field data into GPS-enabled GIS applications
- Experience with Esri Utility Network and/or Linear Referencing is a plus
- Understanding and ability to lead a technical engagement
- Proficient in performing intermediate technical work providing technical support for GIS project implementation and operations
- Strong written and oral communication skills
- Proficiency with Microsoft Office and Teams applications
Physical Demands
Sedentary work: exerting up to ten (10) pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time. Considerable time is spent at a desk using a computer (fine motor skills, visual acuity) and frequent use of telephone (talking, hearing).
