Position Title: Independent Consultant – Development Impact Performance Assessment

Project Overview:
The US Federal Government seeks an independent consultant to conduct a development impact performance assessment of healthcare facilities within USGIFA Healthcare Portfolio. The assessment will evaluate the portfolio’s impact on healthcare accessibility, affordability, quality of care, gender equity, and the local healthcare ecosystem, in alignment with U.N. Sustainable Development Goal Three (SDG 3).
Scope of Work:
The consultant will perform the following tasks:
§ Desk Research (10% effort)
o Conduct research on the healthcare sector in target countries.
o Review USGIFA’s healthcare strategy, impact theses, policies, and procedures.
o Analyze investment origination and monitoring documents.
o Reconstruct Theory of Change (5% effort)
o Develop an ex-post logic model illustrating expected outcomes from USGIFA investments.
§ Data Collection (30% effort)
o Conduct interviews with USGIFA staff, healthcare investees, financial intermediaries, and host country regulators.
o Collect quantitative and qualitative data on healthcare access, affordability, quality, and gender equity.
§ Analysis (30% effort)
o Analyze data to assess the impact of the Healthcare Portfolio.
o Focus on access, affordability, quality, gender equity, and ecosystem impact.
§ Lessons Learned and Recommendations (25% effort)
o Prepare an internal report with conclusions and recommendations.
o Develop a summary report and PowerPoint presentation for USGIFA leadership.
o Create an external-facing report and presentation.
Key Deliverables:
§ Attendance at a kick-off meeting.
§ Weekly status calls and monthly project calls.
§ Internal report with a detailed analysis and recommendations.
§ Summary report of findings and recommendations.
§ PowerPoint presentations for internal and external stakeholders.
§ Co-hosting webinars to present findings.
Qualifications:
§ Expertise in Development Finance Institutions:
o Proven track record in assessing the development impact of healthcare investments made by leading development finance institutions, such as the International Finance Corporation (IFC), British International Investment (BII), the World Bank, the African Development Bank (AfDB), European Bank for Reconstruction and Development (EBRD), the Dutch development bank FMO, and IDB Invest.
o Deep understanding of the role and operations of development finance institutions in advancing global healthcare initiatives.
§ Healthcare Impact Measurement:
o Strong expertise in measuring both qualitative and quantitative impacts of healthcare facilities in emerging markets.
o Familiarity with key healthcare metrics, including quality of care, affordability, gender equity, and accessibility.
o Experience with international certifications (e.g., ISO, JCI) and their impact on healthcare quality and accessibility.
§ Development Impact Performance Assessment:
o Minimum of 5 years of experience in conducting development impact performance assessments, specifically within the healthcare sector.
o Ability to deliver actionable recommendations based on assessment findings.
o Experience in applying gender lenses and understanding gender equity impacts within the healthcare context.
§ Research and Analytical Skills:
o Proficient in conducting comprehensive desk research, including reviewing government initiatives, sector databases, and past evaluations.
o Ability to synthesize findings and contextualize data within the broader development and healthcare frameworks.
o Strong analytical skills to draw meaningful conclusions from quantitative and qualitative data.
§ Report Writing and Presentation:
o Excellent report writing skills, with the ability to produce clear, concise, and comprehensive reports tailored to various audiences.
o Proficiency in developing and delivering impactful presentations using PowerPoint.
o Experience in presenting findings to diverse stakeholders, including USGIFA leadership, external partners, and the public.
§ Communication Skills:
o Fluency in English, with exceptional verbal and written communication skills.
o Ability to communicate effectively in the local languages of target countries is a significant advantage.
o Strong interpersonal skills for conducting interviews with stakeholders and gathering critical information.
§ Additional Skills and Attributes:
o Strong project management skills, including the ability to meet deadlines and manage multiple tasks simultaneously.
o Detail-oriented with a high level of accuracy in data collection and analysis.
o Ability to work independently and as part of a team.

§ Availability for Travel:
o Willingness and ability to travel to target countries as needed for data collection and stakeholder engagement.
o Compliance with Federal Travel Regulation (FTR) guidelines for travel reimbursement.
