SUMMARY OF RESPONSIBILITIES : This class is responsible for managing the Facilities Department. The incumbent is responsible for overseeing a wide variety of construction, rehabilitation and maintenance projects for all Public Works Commission owned facilities and properties and for general oversight of building services including security, housekeeping, buildings and grounds maintenance, space planning and move coordination, and sustainable initiatives for all administrative/operations/non-system plant facilities and associated properties owned by the Public Works Commission, maximizing the safe, effective and efficient utilization of facilities while satisfying a multi-tenant environment. Responsibilities include but are not limited to, working with project sponsors officers, department managers, staff, architects, engineers, contractors and vendors to ensure a successful outcome of projects while directing staff through all phases of facility projects, including procurement, programming, design development, construction and close-out; developing and maintaining formal project schedules, budgets and communications, adhering to established processes or developing processes to standardize construction and renovation activities throughout PWC facilities including plants; reviewing and processing pay applications and change requests. The position serves as the Owner’s Representative, participating as a project team member or delegating staff to resolve issues, responding to RFI’s and attending weekly and/or monthly project meetings. Operating within the framework of established policies, independent judgment is allowed in determining operating methods and controls. Supervision is exercised over assigned personnel. Performs related work as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules/regulations/procedures/practices; thorough knowledge of building construction and maintenance principles and practices; thorough knowledge of management concepts and maintaining cost effective operations including Project Management Institute (PMI) methodology and Lean Six Sigma Methodology; thorough knowledge of budgetary/estimating/contractual/ procurement processes; good knowledge of building mechanical, electrical, plumbing and operational systems; ability to read/interpret civil, architectural, mechanical, electrical and plumbing blueprints, schematics, cut sheets and shop drawings; ability to use applicable computer software especially Microsoft Word, Excel, Microsoft Project and PowerPoint; ability to prepare and present written/oral status reports to management; ability to prepare Gantt Charts and maintain reports/records, to include those required for long-term facility planning; ability to hire, train and develop departmental employees; ability to visualize the big picture while being a detail oriented critical thinker; ability to maintain effective working relationships with all levels of employee, officials, tenants, vendors, contractors and the general public.
MINIMUM QUALIFICATIONS: (either)
(A) Graduation from an accredited four (4) year accredited university/college with a Bachelor’s degree in Engineering or Construction Management or a related field. and a minimum of seven (7) years of experience in a facilities construction and maintenance capacity, including at least five (5) years of supervisory or management experience within the building construction, management and security environment to include supervisory or lead worker responsibilities; OR
(B) An equivalent combination of education, training, and experience as defined in above .
SPECIAL REQUIREMENTS:
- Professional Engineering (PE) License or the ability to obtain in one (1) year of employment.
- Project Management Professional (PMP) Certification or the ability to obtain in six (6) months of employment.
- Must possess and maintain a valid North Carolina Driver’s License.
