Harris County Pollution Control Services Department (HCPCS) Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.
What you will do for Harris County Pollution Control
Under moderate supervision, the Grants Specialist serves as a knowledgeable resource and contact for grant-related processes, services, questions, and issues. Individuals in this position will be responsible for managing all aspects of grant-related services, including contract development, opportunities, applications, renewals, budgeting, and compliance. This role will work under the Deputy Director of Operations, providing professional support to the Harris County Pollution Control Services department. The Grants Specialist must possess excellent communication, organization, and negotiation skills, as well as the ability to effectively manage the grant process and achieve departmental objectives.
Duties and Responsibilities:

Grant Management: Develops new grant opportunities by researching, identifying, and assessing new and renewal opportunities. Prepares and processes grant applications, award applications, subcontracts, and RFP/RFA. In addition, executes contracts and leads grant closeout activities, which include ensuring timely submission of reports to grantors, full utilization of grants, liquidation of unused budgeted funds, and confirming all grant-funded equipment is accounted for.

Fund Planning & Development: Coordinates and analyzes the strategic needs and objectives of fund and proposal development efforts, identifies potential sources of philanthropic giving, and conceptualizes projects that qualify for philanthropic funding.

Communication: Serves as liaison between the department, County, and grant funding source by attending meetings, developing donor-recipient relationships, responding to information requests, and resolving issues.

Compliance: Ensures compliance of grants and contracts with applicable Harris County, state, and federal requirements; researches and obtains technical assistance for grant requirement inquiries.

Budget: Initiates budget developments and revisions to ensure the efficiency and effectiveness of grant services.

Grant Proposals: Composes, revises, and critiques draft proposals; obtains approval from senior-level management for submissions.

Negotiation: Negotiates contracts, grant funding sources, work statements, and budgets with grants agents and recommends contracts for approval.

Associate's Degree in a directly related field from an accredited college or university

Five (5) years of directly related Grant work experience

High school diploma or G.E.D. equivalent

Seven (7) years of directly related Grant work experience

Position Type and Typical Hours of Work:
Full time | Monday - Friday | 8:00 am to 5:00 pm.
Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Work Environment and Physical Demands:

This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.

The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds.

The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
Employment may be contingent on passing a drug screen and meeting other standards.
