UPS offers services for the intellectual & developmentally disabled (IDD) as well as the mentally disabled in Bronx, Brooklyn and Queens, New York. Summary Description: An upper Management Level position that is responsible for administering human resources policies, programs and practices: including planning, organizing, developing, implementing, coordinating and directing. Duties include formulating policies and procedures for the Human Resources Department and recommending policies and practices to senior management in accordance with labor laws and funding source regulations.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Oversee and supervise all aspects of the Human Resources Department.
- Supervise the recruitment efforts of the agency, to include ensuring all required federal/ state clearances are conducted (i.e., SEL, CBC, SCR, MHL, DMV).
- Manages day-to-day administration of all employee benefit plans (health, dental, 401(k), long and short-term disability). Provide advice and counsel to employees and managers concerning benefits related issues. Coordinates benefits related events and activities (e.g., open enrollment).
- Review and approve monthly medical insurance bill to ensure that new hires are added when eligible and terminations are deleted from plan.
- Review and approve Requisitions for New Hire and prepare job postings; review resumes and send to managers & directors.
- Offer guidance to employees and managers with regard to Agency human resources policies. Recommend and participate in formulating and updating personnel policies and procedures and job descriptions to ensure compliance with EEO, ADA, FMLA, HIPAA and any other human resources related legal requirements.
- Provide CFO and Executive Director with monthly human resources reports that include: open positions, separations, status of law suits disability and workers’ compensation claims.
- Ensure that CFO and Executive Director are informed and kept up to date regarding human resources issues as it relates to city, state and federal regulations.
- Handle all employee relations issues, including: mediating and investigating complaints, grievances, and other human resources related matters. Meet with affected parties and facilitate resolution or assist in making final decisions.
- Handle all human resources legal matters, including attending unemployment hearings, EEO, Human Rights and/or NYS Civil lawsuit mediations. Ensure to provide CFO and Executive Director with notices of lawsuits for reporting to liability insurance.
- Attend meetings, conferences and workshops presented by government agencies and provider groups regarding changes in labor laws, human resources policies and benefit plans.
- Corporate Compliance: Review monthly Medicaid Exclusion List (OMIG report) to ensure no employees are listed.
- Maintain up to date knowledge of human resources related laws and regulations, recommend policy changes and disseminate information as changes in laws occur.
- Conduct Human Resources related in-service training with Directors, Managers and staff as necessary.
- Liaison with UPS Labor Attorney regarding suspensions, terminations and any legal issues related to human resources.
- Provide information to auditors and funding sources as requested by the Chief Financial Officer.
- Conduct and document monthly supervision with Human Resources Recruiter and Human Resources Assistant.
- Ensure that personnel records are maintained in accordance with federal/state laws and regulations.
- Ensure that accident/incident reports are obtained in a timely manner and that Workers’ Compensation claims are filed.
- Ensure that all programs submit disciplinary actions and other personnel related paperwork in a timely manner.
- In concert with the Chief Financial Officer oversee and monitor program staffing to ensure that salaries are within budget.
Qualifications & Skills: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Master’s or Bachelor’s degree in HR, Business, or related field with 5-10 years of HR related experience in a non-profit environment.
Excellent written and verbal communication skills required; including a demonstrated ability to relate and interact with all levels including Board of Director members. Ability to write reports, business correspondence and procedure manuals; as well as effectively present information and respond to questions from all level of staff and the general public.
The ideal candidate will have comprehensive knowledge of city, state and federal employment regulations; experience in conducting background checks (CBC, SEL etc.) as well as proficiency in ADP and Word Processing software.
Physical Abilities: Ability to see at normal distance, hear normal conversations and sounds. Physical ability to bend, squat, climb stairs. Use hands and fingers to fill out required forms on regular paper and use computer keyboard and other office machines/equipment.
