POSITION DESCRIPTION / PRIMARY PURPOSE OF THIS POSITION:
Provides daily leadership, management, and supervision over all aspects of facilities engineering, operations & maintenance, and support services for all facilities in the contract. Ensures the efficiency, quality standards, and timeliness of work performed. Mentors and develops the staff. Implements onsite Raven training program to ensure safe operations, quality performance standards, technical proficiency, and staff certifications. Manages work scheduling and ensures that all work is completed to standard and on time. Implements the Safety Program and oversees safety planning, training, and inspections. Supervises the Quality Control (QC) program, performs Level II (Asset Level) QC inspections, and trains the team on QC standards and procedures. Oversees and evaluates the work of subcontractors. Ensures effective, ongoing client communication, project reporting, and record keeping. Implements the onsite STAMPSM plan for each facility to ensure efficient operation and to achieve GSA contract performance, energy use, and budget goals.
REQUIRED ENTRY QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES, CERTIFICATIONS):
o Minimum of 10 years of facilities O&M experience
o Minimum of eight years’ experience in O&M project management and team supervision.
o Demonstrated leadership, organizational, management, and interpersonal skills
o Understanding, experience, and proficiency in managing O&M and support services with the GSA national computerized maintenance management systems (NCMMS)
o Understanding of GSA agency policy and related federal government policies and regulations
SPECIFIC DESCRIPTION OF WORK:
Duties and Responsibilities:
Possess a working knowledge and understanding of facility systems and equipment and the installation, operation, maintenance, and repair needed for various systems under the contract statement of work.
Schedules, supervises, and manages onsite staff activities.
Plans, schedules, conducts, and evaluates individual and team training consistent with Raven Yearly Training Guidance (YTG) and contract standards. Mentors and develops the staff.
Plans, supervises, and evaluates onsite safety program, performs Job Hazard Assessments (JHAs), manages team Personal Protective Equipment (PPE), safety training, safety inspections, and safety program documentation.
Plans, schedules, and performs Quality Control (QC) inspections, and supervises the assignment and performance of QC inspections by qualified subordinates.
Supervises use of the onsite NCMMS and other data management systems to ensure current and accurate inventory and operating performance data is maintained in systems of record, relevant contract data is available to stakeholders and used in project reporting, and electronic records are maintained.
Supervises client communications program, including STAMP reporting, on demand reporting, electronic and paper document management, and effective use of all communications tools (e.g., Slack, Google, E-Mail, etc.).
Supervises all operational and administrative elements of onsite contract performance. Coordinates with corporate headquarters for additional resources as required. Provides regular reporting, coordination, and feedback to the Raven Project EIC.
Implements and enforces the same high standards of performance with all subcontractors that are used for Raven staff. Schedules, manages, and inspects the work of subcontractors.
