General Job Description:
Excel Development Co., Inc. is seeking a dedicated and detail-oriented Compliance Administrator for our Continuum of Care (CoC) department to ensure full compliance with HUD CoC program regulations. The successful candidate will be responsible for mastering HUD CoC regulations, community policies, best practices, and internal agency procedures, specifically including 24 CFR 578, 2 CFR 200, and the Hamilton County CoC Comprehensive Policy Manual. This role involves drafting policy recommendations, maintaining strong working relationships with community agencies, preparing grant billing for review, and ensuring staff are properly trained to comply with these regulations. The CoC Compliance Administrator will work through the CoC Case Management Lead to implement policies and provide direct supervision to the CoC staff. Additionally, they will be responsible for monitoring and approving all intake, recertification, subsidy contracts, Homelessness Management Information System (HMIS) entries, and housing inspection processes. The successful candidate will also lead our annual grant monitoring and other CoC audits. This is a hybrid role, with approximately 80% of the work being done online.
Major Duties and Responsibilities:
- Regulatory Mastery: Learn and stay current with HUD Coe regulations, community policies, best practices, and internal agency procedures. Specifically, master 24 CFR 578, 2 CFR 200, and the Hamilton County CoC Comprehensive Policy Manual.
- Policy Development: Draft policy recommendations and updates for the CEO to ensure compliance with HUD Coe requirements.
- Training and Supervision: Train and supervise CoC staff to ensure understanding and compliance with regulations. Implement and execute policy through CoC staff, primarily through the CoC Case Management Lead.
- Relationship Management: Maintain and develop working relationships with Strategies to End Homelessness, their compliance department, and other community agencies.
- Grant Billing and Compliance: Prepare and review grant billing for submission to the accounting department.
- Reporting and Evaluation: Regularly report to the CEO on compliance status and progress. Implement program evaluation activities to measure compliance and effectiveness.
- Community Collaboration: Coordinate and collaborate with community partners to support program participants.
- Monitoring and Approving Processes: Oversee and approve all intake, recertification, subsidy contracts, HMIS entries, and housing inspection processes.
Qualifications:
- Education: Bachelor's degree in social work, public administration, or a related field.
- Experience: Minimum of three years of experience in grant compliance, preferably with HUD grants. Experience in management or supervisory roles is preferred.
Strong ability to digest and interpret dense regulatory material.
Excellent written and verbal communication skills.
Proficiency in drafting and revising multiple drafts.
Ability to learn technology and software related to the role.
Strong leadership and interpersonal skills.
Ability to train and motivate staff to comply with complex regulations.
Strong organizational and project management skills.
Ability to handle critical opinions and feedback constructively.
Physical Requirements:
Ability to work in an office environment. Occasionally required to lift up to 20 pounds.
